During a press conference following a review of the devastated area, President Trump questioned why he was being told by Los Angeles residents that it would take 18 months for permits to begin the rebuilding process.
Los Angeles area officials are not permitting residents to clear their own lots after the fire. Under the auspices of “hazardous material concern” the LA officials are telling residents they must wait for local officials to clear the area. This ridiculous impediment resulted in President Donald Trump confronting Los Angeles Mayor Karen Bass over the timing of when displaced residents can legally return to their properties to clear out debris after the recent fires.

Twenty four years ago I was in Stockton, CA, measuring up to put my machinery in a plant. A couple of weeks later I learned the project had been cancelled because the plant couldn’t get enough electricity from the power grid to run my machines.

AFAIK, there is only one man made canal running from NorCal to SoCal.
It could not possibly facilitate the kind of volume needed.
Much of that water is designated for cities/industry/watering the freeways/golf courses/vineyards/gated communities/farms (not so much) along the route.
There are wells/aquifers scattered about, but those are hard pressed to service local communities.
No reservoirs/dams have been built in nearly 50 years (they want to demolish those they have).

The Lahaina fire destroyed 2100 acres. Homes are just now starting to be rebuilt. Homeowners had to wait for the sites to be cleaned of hazardous waste. First a dump site had to be selected and the roads built for the trucks to haul the waste away.
The Palisades alone is over ten times the area. It will take years. There will be toxic mudslides once the rains come making clean up only worse.
The real question for the Mayor is what is your plan for clean up. It should already be underway. They seem to be focused on the fires, understandably. But there needs to be a separate, parallel cleanup effort already underway.
Wouldn’t most things toxic (like most everything else) be inert ash?
It’s not all ash and some is toxic. It has to be cleaned up before you rebuild. Utility infrastructure needs to be rebuild., etc. 18 months sounds very optimistic for a building permit.

Alot of the residents in the Pasadena area seemed to be concerned about asbestos for one thing. I don’t know about the Palisades, but the Altadena area has a lot of older homes that were built using this material. Exposure to asbestos materials or dust that gets generated from this into the air can lead to very serious medical issues. Myself, I would never want to be the one to remove this and would want to hire a professional who knows how to remove asbestos, contaminated soil, and make sure the property is safe.
