Glenn Greenwald follows the internal workings of the intelligence community apparatus in Washington DC very closely.
In this segment Greenwald accurately puts the changed position of Tulsi Gabbard into context and then outlines why he remains optimistic about her intent at ODNI while reluctantly accepting her likelihood to retain the acceptable baseline of the IC toward FISA-702.
The best-case scenario is that Tulsi Gabbard will retain 702 as a tool yet remove or stop how it is being unlawfully used. Unfortunately, as Director of National Intelligence Gabbard will not have control over the day-to-day use of FISA-702, that job will fall on the shoulders of Pam Bondi.
The DOJ-National Security Division is the place where FISA authorities are deployed. However, the use of the NSA database to conduct unlawful searches of American citizen metadata is the issue where Tulsi Gabbard could gain ammunition to change who has access.
Personally, given the change in position, the fallback position is to hope DNI Tulsi Gabbard moves to curtail the number of people with access to the database and provide demonstrable accountability for any unlawful use of it.

IMHO, The DOJ-NSD is a CIA Station, established in D.C. after the MOU was signed between the CIA and the FBI.
The FBI got access to the NSA Database, which had previously been denied to them, BECAUSE THEY ARE DOMESTIC, and hence not supposed to have any need to access FORIEGN Comms….
and in exchange, the CIA got a station IN the U.S., something forbidden by its own charter and Fed. law.

I disagree. I don’t know. Was any of this part of the conversation when Obama was president? Heck when he was president the subject of illegal aliens was only spoken about on the internet. Never on the news ever. I became awake in January 2010. For a very long time, I felt like I was going crazy because the only place things were discussed was online. When Trump became president I realized I was not alone and there were millions of people like me. And now because of all of us talking about illegal aliens, we are about to embark on a massive deportation event. This was not even thinkable ten years ago and we had plenty of illegals back then too. The more we talk and shine the light the more it brings things into existence. We do have power.

As I have been saying, lock it down and require all who want access to submit requests in writing including reasons why they need access. Access can be set for limited time periods and auto closed once expired. Regular audits performed including add this criteria to IG for investigation and so much more can be done when implementing.
The DNI role does not have control over FISA 702 so this would go a long way to disrupt the corruption while putting in place secure processes.

My thoughts on Ms. Gabbard’s “change of heart” is that perhaps there are legal maneuvers that can be made to curtail, control or expose the inner workings of the apparatus that will achieve prevention of abuse of the 702’s, but that will still allow her to keep her honor, both to herself and what she vowed to Congress.

The DNI, in concert with NSA & DOJ leadership needs to direct a full scale audit of the 702 “spying system” since its inception. Figure out the timelines of its usage and pinpoint when the authorizations surged and why. Identify every query, access point, and its corresponding operator. Indict and prosecute every violation, mass revocation of clearances. Grant immunity to the low-hanging fruit where necessary in order to get the higher-ups authorizing/directing all of it. The most comprehensive way to clean house is to remove the criminals by using the legal system, not bureaucracy and policy directives. Make the 4th Amendment Great Again (M4GA)!
