After President Trump noted there are issues with the Panama Canal management, costs and fees being paid by American transit companies for goods that flow through the canal, the President of Panama José Raúl Mulino hit back strongly.
President Mulino is a conservative nationalist who won election seven months ago. Mulino did not like the implications of President Trump contemplating a renegotiation of the Panama Canal Treaty, with ownership and management given by the USA to Panama in 1999. Mulino hit back releasing a video statement [SEE HERE] with the transcript of his remarks below:
“As President, I want to express clearly that every square meter of the Panama Canal and its adjacent area belongs to Panama, and will continue to do so. The sovereignty and independence of our country are not negotiable.
Every Panamanian, here or anywhere in the world, carries it in their heart, and it is part of our history of struggle and an irreversible conquest.
The Torrijos-Carter Treaties of 1977 agreed to the dissolution of the former Canal Zone, recognizing Panamanian sovereignty and the complete transfer of the Canal to Panama, which ended on December 31, 1999. And we will soon celebrate the 25th anniversary of this transfer. Since then, there have been no objections or claims; on the contrary, it has been a source of strong international support and national pride. It was operated and expanded by Panamanian decision and today represents a great asset that contributes billions of dollars to our economy.
These treaties also established the permanent neutrality of the Canal, guaranteeing its open and safe operation for all nations, a treaty that has obtained the adherence of more than 40 States.
Any contrary position has no validity or support on the face of the earth. Our Canal has the mission of serving humanity and its commerce. That is one of the great values that we Panamanians offer to the world, giving the international community a guarantee of not taking part, nor being an active part, in any conflict.
Since it has been in Panamanian hands, the Canal has grown. It is managed by qualified professionals who, with clear rules, are responsible for its operation, conservation and maintenance, ensuring its safe, continuous, efficient and profitable operation.
Rates are not a whim. They are established publicly and in an open hearing, taking into account market conditions, international competition, operating costs, and the maintenance and modernization needs of the interoceanic route. This is how we achieved the expansion of the Canal in 2016, which today represents greater economic and commercial growth, generating more wealth and opportunities throughout the world and its trade.
The Canal is not under direct or indirect control, neither by China, nor by the European Community, nor by the United States, nor by any other power.
As a Panamanian, I strongly reject any manifestation that distorts this reality. And it will continue to be in Panamanian hands as an inalienable heritage of our Nation, guaranteeing its use for the peaceful and uninterrupted transit of ships from all nations, as established by our Constitution and the Neutrality Treaty. This is the greatest tribute that the martyrs of January 9, 1964 deserve, who sacrificed their lives in the struggle for the sovereignty and dignity of our country, and all Panamanians who participated in an unprecedented generational struggle.
Panama respects other nations and demands respect.
With the new U.S. government, I hope to preserve and maintain a good and respectful relationship. Security issues such as illegal migration, drug trafficking and organized crime must be a priority on our bilateral agenda, as they are a real threat that should concern us greatly.

In response to President José Raúl Mulino, President Donald Trump released the following message from his Truth Social account.
It would appear there is going to be some further discussion of these issues between President Trump and President Mulino.
I suspect there is going to be a bilateral trade agreement opened and renegotiated between the USA and Panama. Perhaps tariffs on Panama goods flowing into the U.S. along with central American financial mechanisms, travel restrictions and potential other aspects coming into play.
In the end of that complicated dynamic, expect to see USA flagged carriers with negotiated special transit costs.

The United States wanted the land the French had tried to build a canal on, but failed to do. So we helped Panama gain their independence.
Interesting timing that Panama ceded the canal land to the U.S. in 1903; almost immediately upon winning their independence.
Apparently many Panamanians were not happy with their government for winning their independence from one country, only to hand it over to another country.
The Panamanian people were not happy about the U.S.’s ownership of the canal from day 1.
The U.S. purchased all the land that in anyway touches the canal, so “we” own it, but the people, and not the government, have been fighting against U.S. ownership since before the canal was built.

With President Trump, when he makes a statement, it is always necessary to first identify to whom the message is really directed. Top level international relations. President Mulino mistakenly thought the message was for him.
I would consider this the first signal to the world (and specifically looking at YOU, China) that President Trump intends to pursue a 21st Century version of the Monroe Doctrine.

Oh, and we didn’t steal the canal. We separated the canal zone from Columbia [wink wink, nudge nudge]. Then WE built the canal. Construction had stalled when we took over and finished it. And in the end, we built it, it’s ours, we let the locals run it.

In all my days I have never, ever heard of Panama’s Martyr’s Day, January 9, 1964, and I’m good friends with two born and raised Panamanians who are now U.S. citizens.
Were American’s not told about what happened that day? Was the story buried on a back page? Did our government know that Panama was a tinder box in 1964 and that is why Carter signed the canal over to them in 1977? Since the U.S. helped Panama gain their independence from Colombia in 1903 did that mean the U.S. expected Panama to do whatever the U.S. wanted?
In 1903 the people of Panama were not happy that their government ceded control of land that would be used for the canal to the U.S.
Sounds like things have only gotten more heated since then.
Trump is going to be discovering in short order that one of the changes that’s happened in the world last four years is that China and Russia are no longer going to pay any attention to the Monroe Doctrine so long as the US keeps interfering in their parts of the world. Enough is enough, from their perspective, and so long as the US keeps thinking it can interfere with impunity in places like Ukraine and Xinjiang Province, home of the Uyghurs, they will keep ignoring the Monroe Doctrine.
The days of the US doing that for free, without resistance or payback in kind, are over. Trump obviously doesn’t understand this yet, nor, judging from the above comments, do most Americans. You will learn shortly, and if you think Russia or China are just going to lie back and allow the US to keep interfering in their affairs as you have in the past, y’all have another think coming.

These are counter-productive on every measure and both positions if pursued in office will make it more not less difficult to make America great again, because everyone in the world except evidently Americans and Westerners, have had an utter gutsful of such arrogant behaviour from US POTUS’s and they’re not going to take it anymore. So if Trump thinks he’s being clever by playing bluster as a negotiating tactic, he’s dealing with a world fed up and frustrated and on a hair trigger to resist and tell America to go to hell. So if he really is aware of this state of play in the world as you say, why would he be making things more not less difficult for himself with pointless counter-productive unnecessary moves like this?

I understand the history, issues, and controversy surrounding the Panama Canal and the nation of Panama. I also know that PDJT is often very successful with his negotiating style. What I don’t understand is why pick this very public and seemingly unnecessary fight, and why now?
We hold all the cards. We have many forms of powerful leverage to get what we want without a public fight with Mulino.

Panama just got over its worst drought in many years. However, miraculously the canal made a whopping turn around and exceeded revenue not seen in past years… several articles have recently explained most of the above.

In 10 years time, the Panama canal will be our southern border, and the Arctic Ocean will be our northern border.
Over the past year strikers and protestors have shut down one of the largest copper mines in the world in Panama over stories that in review bore no facts;
In Mali government officials have arrested the President and top geologists and engineers of a major mine operated by a Canadian company, demanding huge sums of money for their release.
The mining companies around the world are taking notice and re-evaluating the risks in mining in these third world nations.
The one thing both those nations, Panama and Mali have in common – China, their Belt and Road program that slithers in, makes huge loans to the governments, and then as repayment find China controlling the natural resources of those nations.
Good for President Trump to put Panama on notice.

Art of the Deal coming up
This is no different that PDJT’s opening salvo with the current President of Mexico, her bellicose responce (in Spanish, and obviously for her peeps) followed by her promptly caving to PDJT’s demands.
PDJT is going to reintroduce the Monroe Doctrine, and get China’s CCP, Irans Revolutionary Guard, and the Cartels the hell out of Central and South America, and he is not going to say “Please”.
This is also like PDJT’s opening dialogue with Fat Boy Kim, that led to unprecedented cooperation.
My opinion here is threefold:
(1) “Not so fast.” Even though Jimmy Carter might have made an unwise decision, he did make it, and it has now lasted a long time. “Many infrastructure changes have occurred since then.” I think that the USA should now proceed cautiously. Without “braggadocio,” nor anything that even smells like it.
(2) There is another “engineering-feasible” canal route which leads through Guatemala. So far, this nation has not been able to attract much official interest in it. Perhaps, we should consider it now. (Of course, as an “international” engineering project … The Panama Canal is a physical bottleneck.)
(3) Mexico is also proposing a third alternative which involves the use of cargo trains. This also would be “a significant engineering accomplishment,” albeit of a completely different nature which would involve “port-like” operations at both ends.
I frankly do not consider it wise, nor at all necessary, to start “chest-thumping” for a reinstatement of “the Canal Zone.” Slow down! “Hold your fire!” The President of Panama has very legitimate points to make – and decades of experience in actually operating the Canal every day in modern times. Slow down!
If your actual negotiating-point simply concerns “transit fees and pricing [for the USA],” then you should confine your negotiations strictly to that. If your core negotiating objective is that “USA-flagged” vessels should receive priority of any kind, then you should plainly say so in your negotiations.
Remind me to never have you negotiate ANYTHING for me, Mike Robinson!

And while you negotiate in good faith, yiu do NOT neccesarily “lay all your cards on the table”.
Strongly suggest you read both “Art of the Deal” and “Art of the Comeback”, so you’ll know WHO sent PDJT’s tax return to the NYT. hint, they will NEVER be prosecuted for it.

You actually cannot wave your hand and “simply, erase” the perfectly-legitimate legal claims that would be posed by the countless nations who now use this route. Nor those of the Panimanians who have legitimately invested money to improve it. You simply cannot “erase” this past. Nor should you try.
But: “competition!” Alternate sea routes in other countries. Alternate alternatives in “over-land” transit. Does any interest yet remain in ideas that are so grand?
