President Trump has announced the nomination of North Dakota Governor Doug Burgum to head the Department of the Interior and also Chairman of a newly formed cabinet-level National Energy Council (energy Czar).

Very interesting move, not in the appointment of Burgum, but in the duality of a method to tear apart the Dept of Interior Silo.
As the American people are starting to become aware of a return to civics, the President of the United States has absolute power within the Executive branch and absolute immunity for everything he defines as an official act of his office.
By appointing Burgum as the Interior Secretary and simultaneously the appointed energy-sector representative of the president, carrying the full weight and authority therein, there is no way for the institutional bureaucracy of the climate change officials inside the agency to block any changes decreed by President Trump within the mandate of the Energy Czar.
Secretary Burgum will sit at the top of the Dept of Interior organization, AND Czar Burgum will sit inside every agency, office, and subsidiary department that has anything to do with “American Energy” production/regulation.

The last major refinery was built in Texas in 1978! There have been several smaller refineries built but nothing of significance! Most of the major refineries have expanded to their maximum! It would take 15 years of permitting and environmental studies to get a new refinery built in Texas if it that’s even possible with all the red tape regulations! Need new major refineries!!! JMO

Those credits and fines could be traded/bought/sold among manufacturers. If GM didn’t build enough EVs, they could buy credits from Tesla, who built all EVs. ONe of my friends is head of a regional electrical cooperative. He told me the wave of the future is SMR, small modular nuclear. These are the types of power plants that power nuclear submarines and aircraft carriers. They can be literally be loaded onto 18 wheelers and set up in many places. They are much safer than the big power plants, but so far have been regulated heavily, like the bigger plants. I would hope this can be brought online in the near future. This is the way forward which make sense both economically and environmentally (You are correct that the regulatory issues is still a major obstacle, since the current project timeline for full implementation is 2030 – 7 years).
These are the type of solutions that should be encouraged rather than electric 18 wheelers which would require the rebuilding of our entire interstate highway system. With regulatory reforms and accelerated permitting, the U.S. could definitely double our GDP in the next decade – Now that would be real growth by any definition and completely flip the national debt issue.

Same with new oil and natural gas pipeline construction? Secretary is going to have fun dismantling all the DEI and Equity rules plus preserving land from use (blocking drilling, mining, cattle grazing) so future generations can enjoy the Landscaping programs that have been systematically inserted into each of the departments within the Interior –
all while Utah, and I suspect other States will join, sues to take ownership of those very lands the environmentalists in the Interior Dept. have been cherishing as their personal domain.

Another important position President Trump needs to fill is who is the head of Fish and Wildlife. As it stands now, F and W through regulation controls what the Interior, Forest Service, and the BLM can and cannot do on other federal land. They have been known to tie up any kind of upgrades because of one species of critter MIGHT be affected. If they designate a species of fish or animal as Federally Endangered, then even private landowners can’t use their land as they see fit because it MAY affect said species.
