Sounds like they are not setting up a legal fight over whether or not States have the power of recalling a US Senator, rather that the Constitution’s intent was Senators represent the State, not the people, so the States must have a means to remove a Senator who is not representing the State

Until they repeal the 17th Amendment this should be allowed in all 50 states.
