Recess appointments have been a general source of contention for those of us in the deep weeds who did not like Republican Leader Mitch McConnell keeping the upper chamber for four straight years 2018 through 2020, when the Republicans eventually lost their majority.
Now that the Senate has flipped back into Republican control, President Trump is proactively looking to confront the “recess appointment” issue withing the current Republican leadership contest. [Truth Social]
A recess appointment is an appointment, by the President of the United States, of a senior federal official to fill a vacant position while the United States Senate is in recess.
Recess appointments are authorized by Article II, Section 2 of the U.S. Constitution, which states: “The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.”
This means that, although the U.S. Constitution requires that most senior federal officials be confirmed by the Senate before assuming office, while the U.S. Senate is in recess the President holds nomination power. Generally, a person who is serving on a recess appointment will be officially nominated during the Senate’s next session and continue service uninterrupted. Rarely, this nomination will be rejected by the Senate, and the officials’ service will be ended after a very brief term.
The absence of a recess period blocks the President from recess appointments. However, any individual senator can demand an official recess and put their filibuster power into play; where the Senate must then gain a 60-vote approval to continue the session – even though they are not technically present.

Specifically, without the 17th, U.S. Senators would be appointed BY THE STATE LEGISLATURE, which inherently means focusing a lot more ON State legislature races, something a great many treat as an afterthought.
U.S. Senators would also be subject to being recalled/dismissed/replaced BY the State Legislators, ‘at will’.
If we had no 17th amendment, and assuming a Republican State legislature would appoint a Republican Senator (And D a D) the U.S. Senate would be somewhere around 64+R seats, a fillibuster proof majority, making the whole silly “fillibuster rule” moot,and the Dems a permanent minority party.
And if you go back and look at the majority party control of State Senates and Houses, this has been true for many election cycles.

20 Republican Senators are up for reelection in 2026. Most of them are not voting for Scott. President Trump needs to talk privately to every one of them, telling them they shouldn’t count on his endorsement if they don’t vote for Scott. If they won’t endorse his choice, why should Trump endorse them?
If Justices Thomas and Alito retire within the next 2 years so that Trump can replace them with younger conservatives, he won’t really care if those RINO Senators lose in 2026. It’s their choice.

All those Southern Senatorial seats used to be Democrat, before Reagan. When the GOP shift came in 1980, a lot of Southern Democrats became Republicans. However, their mentality has been the same. Corrupt, play to pay.

He was the head of the Republican party here in Walton County, GA in the early-mid 80’s, and loved saying that they could all meet in a phone-booth in the early days. Since the re-alignment in the late 90’s, nearly ALL of the former Dems became GOP, and we ended up with squishy Governors like Perdue, Deal, and now Kemp, along with do-nothing Senators like Isakson, Perdue, Loeffler, and Chambliss. I think GA would be much redder if the people felt there was any difference in the two parties where it counts. One can hope.
The three key areas where the RINOS retain control, are the Control over the caucus in both Houses of Congress, and similarly in State Legislatures where as was displayed during the Paxton impeachment in Texas, and the Az. Audit, the RINOS insure they retain control of State Legislatures, even when they have a MAGA majority.
And both are dependant on the third; majority (control) of State Republican Party Executive Committees, not one of which is currently MAGA controlled.
Like the House and Senate R party leaders, the State Party Executive committee can direct or withhold unlimited Campaign funding, as well as recruiting splitter candidates,and installing corrupt election officials like Steven Richer and Bill Gates, or putting up lousy, underfunded R candidates for County Recorder,SO THAT the Dems can install a crook to count the ballots.
Attack the RINOS HERE, by voting out the current State Party Executive Committee members, and replacing the RINOS with MAGA, and everything changes.
Focusing on things like National or State party chair is a distraction.

I spent years hammering this point home on this site. President Trump had no friends in the Senate during his first term– none. He will fare better this time because there are a few senators who will call a vote to prevent adjourning the Senate without recessing, but he needs to work with them, and be prepared to play hard ball with Thune.
At this point, all R politicians realize that they need to ride Trump’s coattails if they want to be re-elected. While it was true before, the recent election means that there is no pretending otherwise. the American people want Trump and his policies. Period. Even after Trump’s 2nd term, he has forever changed the R party and is the new litmus test for all who would dare put an R beside their name in public life.
All that said to say, Trump will get what the American people need at least until the midterms when the Dems will cheat themselves into the majority once more.

This was a direct result of McCarthy and McConnell withholding the unlimited campaign funding available thru the RNCCC, and totally under their control.
If your D opponent has access to such unlimited funding from the DCCC,and you can’t counter it with funding from the Republican Congressional Campaign funding, you lose despite a PDJT endorsement.
It really IS “all about the Benjamins” and while everyone is focused on recess appointments (in this leadership battle) Thune and the DECEPTICON RINOS are focused on retaining the leadership because with it,they retain power.
Without it, the same authorities, wielded in a similar manner, could see a complete change as RINOS are driven out and MAGA in; 1-2 elections is all it would take.

Here’s a workable compromise. Thune recesses the Senate on January 20th, allowing President Trump instantly to appoint his chosen candidates to the many positions that are subject to senatorial confirmation. With resignations and firings opening up all the key slots, this will insure continuity, and give both the President and the Senator a way to work together to their mutual benefit.
Make Thune Secretary of State, then fire him.

The Constitution also says “Advise and CONSENT” on Presidential Appointments.
They can have their hearings, and question qulifixations,etc.

Instead of actually voting down an appointee, they just stall, or even tell the POTUS “Here is a list of candidates that can be confirmed, no others need be considered.

Thune just doesn’t have the same power as McConnell. It is likely, unfortunately, he will become Leader, but he will be challenged repeatedly and will not have the same influence as McConnell, thus keeping him in a bit of a box for a while.

As vital to forwarding PDJT’s legislative MAGA agenda, as recess appointments ARE, there is ANOTHER vital reason we REALLY need Scott.
The R majority leader has unrestricted authority over the dispersement of the unlimited campaign funding he can make available to, OR WITHHOLD FROM, Republican candidates for the Senate.
It is by ruthlessly wielding this authority, that McConnell (and similarly McCarthy in the House) were able to virtually guarantee that a great many of the TRUE MAGA Candidates, for the Senate (and again, the House) were going to lose their elections.
Majewski, DePermo, Karamo, all of the candidates for the Senate and House, that ran as TRUE MAGA candidates, that embraced PDJT’s endorsement, campaigned on election reform, clearly saying the election had been stolen, and on end of mandates, and parental rights: virtually ALL of them lost, despite PDJT’s overall record regarding his endorsements in 2022.
THIS was NOT a coincidence, it was as a direct result of Mitch and McCarthy directing unlimiting funding to RINOS, and withholding it from MAGA candidates.
Pray Scott is Majority leader, not only will PDJT get recess appointments, and a major forwarding of his legislative agenda, but in 2 years, he can insure MAGA candidates HAVE access to this unlumited funding, while denying it to the RINOS, THEREBY breaking their grip on Congress.
Turn about is fair play, elections have consequences, its still LARGELY “all about the Benjamins” and Scott could reverse this ploy, withholding campaign funds from RINOS, and
heavily funding MAGA.
Remember how all of the Tea Party Candidates disappointed, once they were elected?
THIS is why; its NOT that they “went D.C.” its that reality was explained to them; play ball with leadership, we will keep you in your seat, WITH this unlimited $, cross leadership, and we will gladly see your seat go to the Dem.
