Introduction
The danger to world or regional public health from the escape from microbiology laboratories of pathogens capable of causing pandemics, or Potentially Pandemic Pathogens (PPPs) has been the subject of considerable discussion including mathematical modeling of the probability and impact of such escapes. The risk of such releases has generally been determined from estimates of laboratory infections that are often incomplete, except for the recent 2013 Centers for Disease Control (CDC) report, which is a significant source of recent data on escapes from undetected and unreported laboratory-acquired infections (LAIs).
This paper presents an historical review of outbreaks of PPPs or similarly transmissible pathogens that occurred from presumably well-funded and supervised nationally supported laboratories. It should be emphasized that these examples are only the “tip of the iceberg” because they represent laboratory accidents that have actually caused illness outside of the laboratory in the general public environment. The list of laboratory workers who have contracted potentially contagious infections in microbiology labs but did not start community outbreaks is much, much longer. The examples here are not “near misses;” these escapes caused real-world outbreaks.

The number of BSL4 labs is rapidly increasing, with most of the new construction taking place in Asia.
In 2021, we identified 59 BSL4 labs that were in operation, under construction, or planned in 23 countries. By the beginning of 2023, that number had increased by ten to 69 labs. There are 51 BSL4 labs in operation, three under construction, and 15 planned, all spread over 27 countries.
The number of BSL4 labs around the world has grown steadily since the 2001 anthrax letter attacks in the United States and the 2003 SARS outbreak in Asia stoked fears of naturally occurring and human-made
biological threats.
Additionally, approximately 75 percent of existing operational BSL4 labs are in cities, where dense populations could exacerbate the impact of an accidental release… More than half of the BSL4 labs that work with infected animals – ABSL4 labs – are in the United States.
In terms of personal protective equipment, the majority of BSL4 labs require personnel to work in full-body, positive pressure suits with their own air supply. Only seven BSL4 labs conduct their work solely in biosafety cabinets.
Data from US annual reports on the theft, loss, and release of Biological Select Agents and Toxins (BSAT) which are pathogens or toxins that have been determined to have the potential to pose a severe threat to human, animal, or plant health, or to animal or plant products.
Examples of the causes of a release may include:
■ Bites or scratches from an infected animal
■ Equipment or mechanical failure
■ Spill of BSAT outside of a biological safety cabinet
■ Failure or problem with personal protective equipment (PPE)
■ Needlestick or other percutaneous exposures with contaminated sharp objects
■ Open bench work involving diagnostic samples (later identifed as BSAT) without appropriate PPE

In 2019, FSAP received 219 reports of BSAT release and 13 reports of BSAT loss. By comparison, FSAP has received between 193 and 237 reports of releases each year since 2015, and 8 to 12 reports of losses. As in 2015 through 2018, there were again no reports of theft of BSAT in 2019.
Of the 219 reports of a BSAT release, 92 were submitted by registered entities and 127 were from non-registered entities. For registered entities, the most common cause of a release was due to a failure or problem with laboratorian personal protective equipment. For non-registered laboratories, the most common cause of a release was due to manipulation of BSAT outside of a BSC or other type of equipment designed to protect laboratorians from exposure to infectious aerosols.
■ For 24 of the reported releases, FSAP agreed with the entity that these reports presented minimal to no risk of occupational exposure.
■ The remaining 195 reported releases did involve a BSAT occupational exposure.
◆ In 18 of the 195 reports, the entity determined no occupational health services were necessary based on the circumstances of the release.
◆ In the remaining 177 release reports, entities provided 1,076 individuals (166 individuals from registered entities and 910 individuals from non-registered entities) with occupational health services, including medical assessments and, if needed, diagnostic testing and prophylaxis.
◆ None of the releases resulted in identified illnesses, deaths, or transmissions among workers or outside of a laboratory.
All 13 reports of a loss met the regulatory criteria for a loss. For each report, FSAP identified the cause of the failure to account for the BSAT. None of the losses resulted in a risk to human, animal, or plant health.

In 2020, FSAP received 13 reports of losses, 158 reports of releases, and no reports of thefts.
For the 158 reports of releases, 69 were submitted by registered entities and 89 by non-registered entities.
■ FSAP agreed with the reporting entities that 24 releases presented minimal to no risk of occupational exposure.
■ The remaining 134 releases involved occupational exposure to BSAT .
◆ In 12 of the 134 releases, the reporting entity determined no occupational health services were necessary based on the circumstances of the release.
◆ In the remaining 122 releases, the reporting entities provided occupational health services (including medical assessments, diagnostic testing and/or pharmaceutical prophylaxis) to a total of 483 individuals (68 individuals from 25 registered entities and 415 individuals from 77 non-registered entities).
None of the releases resulted in illnesses among the general public, nor did they result in any deaths or transmission among workers or to the outside of a laboratory into the surrounding environment or community.
However, one release reported by a non-registered entity resulted in the illness of one worker after exposure to Coxiella burnetii. The source of the infection was attributed to contact with infected animals in the performance of the worker’s duties. The worker received medical treatment and fully recovered from the illness. The entity notified all workers potentially exposed to the infected worker and found no evidence of disease transmission to others.

For the 177 reports of releases, 71 were submitted by registered entities and 106 by non-registered entities.
■ FSAP agreed with the reporting entities that 27 releases presented minimal to no risk of occupational

■ The remaining 150 releases involved occupational exposure to BSAT.
◆ In 11 of the 150 releases, the reporting entity determined no occupational health services were necessary based on the circumstances of the release.
◆ In the remaining 139 releases, the reporting entities provided occupational health services (including medical assessments, diagnostic testing and/or pharmaceutical prophylaxis) to a total of 576 individuals (52 individuals from 31 registered entities and 524 individuals from 94 non-registered entities).
None of the releases resulted in illness, nor did they result in any deaths or transmission among workers or outside of a laboratory into the surrounding environment or community.

For the 170 reports of releases, 63 were submitted by registered entities and 107 by non-registered entities.

None of the releases resulted in illness, nor did they result in any deaths or transmission among workers or outside of a laboratory into the surrounding environment or community.
The world should demand that any research involving this stuff requires that all the researchers and the facility be sealed and no one comes or goes for at least a month after research stops. And even then, anyone that is in and out of the building must go to a sterile holding area for another 3 weeks. Quarantine them for a change.
Allow the research but restrict it so much no wants to do it.

If I understand this correctly, there is a huge scandal regarding real estate taxes. Via whistleblowers, this is not isolated to just a particular county in Texas — but is nationwide.
Basically, it involves fudging the appraisal numbers for real estate to ‘meet’ the required fiscal amount for a particular municipality — instead of the other way around.
Money creation as the “fix” for the “subprime” GFC followed by the same for the CCP bioweapon triggered financial crisis results in greatly increased PAPER value of homes which then results in greater property taxes which must be paid.
Just one example of many. Note the increase in the slope of the curve starting on key dates:
Not sure about other states. In MN, budgets are set during the summer and finalized in the fall with public meetings to explain. Values are set on following Jan 1 and notice of that is sent in spring for any appeals, and taxes are paid on that set value the year following that. A sale at 300k in July of 2024 should result in a value of 300k on Jan 1 2025 and you pay taxes on that in 2026. Or looking backwards, a sale in July 2024 at 300k reflects the current market but taxes paid and tax value in 2024 are based on 2022 sales.
Values do not drive the budgets because during budgeting, they don’t know how values will end up.
In any given year budgets are set based on the pet projects the left wants. Once they know values, a percentage is determined based on the total budget.
There are times like now that commercial properties are struggling to rent space which causes the value to go down. When that happens the budget doesn’t change but the percentage that residential properties pay must go up in order to balance out and collect the approved budget amount.
There are also times when residential values plummeted but your taxes did not. Ever look back at your 2007-2009 records and see if your taxes went down along with your value? Most likely taxes did NOT go down because the budgets did not go down.
On the other side of that when residential values increase but your local budget decreases, you may see a tax reduction even though your value went up a bit, because that percentage of value needed to fulfill the budget went down.
Another note is that in MN values are only allowed to change a certain amount per year which helps stabilize the taxes collected so that municipalities don’t have wildly shifting tax bases. If values double or plummet in half there are laws that prevent your taxes from changing that much, thus adding stability to the budgeting process.
Believe it or not, in one of the largest jurisdictions in MN we had many conservatives working as appraisers. We only focused on value not emotions. If we allowed people crying about amount of taxes they couldn’t pay ( I saw it) that was not allowed. We had to prove value with valid appraisals.
Lastly, there is also a law that requires values as a whole(not individual) to be within a small percentage of a sales study done by the state. Local jurisdictions must fall within the guidelines or they are forced to adjust all values. Appraisers bumping heads against other appraisers is something to see! The state does not always get their way.
Retired tax assessor here. If ever you think your value is wrong (and some are)you should absolutely appeal that but watch the timing so you don’t miss deadlines. I had 8,500 residential properties in my responsibility and inevitably some we did not even know about were incorrect. Statistics don’t catch everything but we tried.

The greatest two single acts to starve government are:
1) End mortgage company escrowing – make everyone write 4 figure checks to their county every year.
2) End income tax withholding by employers – force workers to write 5 figure checks to state and local governments.
Just casually ask people you meet if they know how much they pay annually in property taxes and/or income taxes. Rarely do I find people who know.
Well they have to find some way to force the last of the homeowners to sell–People with their mortgages paid off but on fixed income will be forced to sell. The last holdouts.
Well I’m one of those just holding on. My house appraisal goes up every year and so do my RE taxes. Now my homeowners and auto insurance are skyrocketing as well. I thought I was wise having a home to live in while retired with no debt. My homeowners insurance is 2 months of my social security income. I have a very small pension because when I worked pensions weren’t portable and companies I worked for either got bought out or went out of business. Sadly I’m going to start after the election to figure out where I can afford to live.
Biggest thing that will change this is sending out tax notices right BEFORE elections not weeks after.

The reporter was trying her best to do a “gotcha”, so she had to resort to using partial phrases and then descibing to the reader what they meant:

He was only talking about the improbabality of his having really lost.
Of course he “lost” in the sense that Biden was declared the winner and sworn in as president.

It is fan made, you know, the stupid audience proles who do not accept the woke world order and have no taste. This music video makes a pretty good trailer, actually, and those harry potter movies set in America and bombed in the theatres should have been set in Louisiana. The video is given below:
This video is the germ of that idea. The American harry potter franchise should have been in New Orleans. You have the old world French ambience. Deep wood cajuns and their supernatural tales.
