I agree that voting them out is so hard that it is next to impossible in some cases. However, it still is possible.
With term limits, the machine would have their preferred candidates lined in an order of succession like a monarchy. Complacency among the electorate would become even worse because the way to get rid of a bad legislator would be to wait him out because there would be an end in sight. There would be less interest in dealing with public corruption because “he’ll be gone before you can finish your investigation.”
