Appraisers, Appraisals, Tax Assessors, Accountants and Tax Attorneys.
1) In every state I know of – all property is valued by the state for property taxes. The owner lives with it. They have no say in the tax assessment.
2) In any real estate transaction or refinancing of the property an independent appraisal(s) is done. Again the owner can do nothing.
3) On any tax return as sophisticated as Trumps are – an independent accountant like Deloitte or Ernst & Young sign off on the financial statements and/or tax returns and that includes law firm tax lawyers.
This is a nuisance lawsuit that will cost Trump a lot of time and money, but that is the point.
If it is a civil suit and she loses, can Trump sue her?
