Absent of anything else going on, this memo would seem innocuous. However, when you consider that at least 20 FBI whistleblowers from the FBI have approached both the house and senate in the past several weeks, this memo takes on a new meaning.
According to the memo sent internally by AG Merrick Garland, he is reminding everyone in the DOJ/FBI about the restrictions against talking to congress. [SOURCE]
The internal citations take you to Justice Manual, Section 1, Title 800: “Congressional and White House Relations” [LINK]
1-8.200 “Except as provided in this chapter, no Department employee may communicate with Senators, Representatives, congressional committees, or congressional staff without advance coordination, consultation, and approval by the Office of Legislative Affairs (OLA). Make of the timing what you will; however, if you have followed the political corruption within Main Justice and the FBI, the intent of the memo seems pretty clear. A warning to those who might consider trying to escape the clutches of a comprehensively corrupt institution. Or as Senator Chuck Grassley recently stated:
“If these allegations are true and accurate, the Justice Department and FBI are – and have been – institutionally corrupted to their very core to the point in which the United States Congress and the American people will have no confidence in the equal application of the law. Attorney General Garland and Director Wray, simply put, based on the allegations that I’ve received from numerous whistleblowers, you have systemic and existential problems within your agencies.” (LINK)

If you, a Federal officer or Federal employee, are given an improper order, an illegal order, an order that violates a regulation or the code of conduct, question it. Ask for the law, regulation, or directive that supports it.
Ask for the order in writing. If you can’t get it in writing, send an email:
“On this date at xxxx hours you directed me to do xxx. I asked for the order in writing, but you declined. If this is not your recollection, please respond by close of business”
If you are represented by a union, (NTEU etc) ask for the order to be repeated in front of a union steward.
Or, if there is no time, and you are sure the order is improper, just refuse.

publicising the number of whistleblowers is a powerful tool. The House GOP should let all FBI members know that if they do not blow the whistle before say mid October, and the House finds something amiss, then they will feel the full force of the law. If, however whistleblowers come clean now, they will not be pursued. Then keep publicising how many whistleblowers have come forward. I reckon once you get to 20 or 30, it will turn into a flood.
Then the House GOP should start listing the number and types of crimes alleged, and number of potential defendants and from which field office. That would help the flow of information.
Problem with that is, the House and Senate leadership were infinitely involved in the criminality, from day one.

Not sure I follow you. Are you saying if someone knows something (but not yet a whistleblower) they should come forward as a whistleblower? I am not sure you can pursue anyone except with a subpoena and if they didn’t have anything directly to do with an illegal action you can’t enforce a sentence on them. Even those who did participate in the raid, unless-and I think some were- out of scope of what the discovery process should entail-can’t be found culpable of violations if they were acting under orders of their superiors. The Whistleblower Protection Enhancement Act of 2012 (WPEA) was signed into law in 2012. The law strengthened the protections for federal employees who disclose evidence of waste, fraud, or abuse. Another example of the Biden Adm not following the rule of law or act passed by Congress with threatening letters to DOJ/FBI employees which could be considered an impeachable offence.
