If I was at a German Christmas Market I’d be far more worried about the reasons for the barriers than the reasons for the masks. The odds would seem to lean towards needing the former before the latter.

Thinking, intelligent people need to consider this: pilots, private, commercial, military, do not grow beards, because their oxygen masks will not seal and protect them when there is facial hair.
ANY “medical mask mandate” is automatically and completely voided if ANY wearer has any kind of a beard.

A mask is merely a public declaration of your slavery to your overlords. If you have a beard, it couldn’t protect you or anyone else no matter what kind of mask it was.
Wearing “surgical,” N95 or N100, much less cloth masks of any kind are automatically and immediately nullified and defeated if the wearer has a beard. Period.
