Where exactly are the “threats of violence” at the school board meetings? I have seen a lot of the videos of school board meetings posted here and other places. I do not recall seeing any one of those parents say/do anything that a reasonable human could construe as a “threat”.

You have to look beyond the four corners of his letter to see the conflict. The letter targets “threats” but as a natural consequence will chill protests, debates and free speech. The parents’ protests and “threats” against the school boards was about curriculum generally and the curriculum sold by his son-in-law specifically. So, Garland’s intervention was indirectly (but rather transparently indirectly) to the benefit of his son-in-law.
