This seems a little odd to me. Citing the time it takes to implement contra-flow traffic as a problem, New Orleans Mayor LaToya Cantrell stated there is not enough time for the city of New Orleans to execute a mandatory evacuation. Additionally, she is asking all residents who do not evacuate to shelter in place for Hurricane Ida.
Contra-flow traffic is the process of turning inbound lanes into outbound lanes and depending on the metropolitan area takes around 8 hrs for local and state DOT to get set up. The mayor is asking for a voluntary evacuation saying “time is not on our side.” “The City can not issue a mandatory evacuation because we do not have time, Cantrell continued. WATCH:

4 DECADES ago, I was visiting a friend in Edmonton, Alberta, Canada. They used overhead lane lights on the freeways to reconfigure traffic flow into and out of downtown Edmonton EVERY DAY to deal with normal, rush-hour traffic. Seems like an idea worth considering for lots of good reasons, although major roadways, bridges, etc. have to be built with this in mind.

I seem to remember that the safest area in New Orleans during Katrina was the old French Quarter. It had the least flooding and destruction. The settlers knew where to build to avoid the worst outcome of storms back then , and did so.
The original settlers in the area had the wisdom to build their ocean front village on the high ground above sea level. If only we had that kind of wisdom in our leadership today. Imagine what America could be!
Of course. BITD it was an excursion to travel up to the lake. But in the 50s to grow the city they started draining the swamp between town and the lake. Then they started to develop NO East. But I can see there is no way to evacuate the population with a fast developing storm like Ida. You can get people to the Parish line but then you have only a few ways out and there’s also people from the other Parishes leaving (and they are in more risk than NO except maybe the westbank NO Algiers/English Turn).
I’m interested in how the new surge protection at the south end of the Harvey Canal works out. It looks like it will get a test. Meanwhile I have family over in Golden Meadow and they left yesterday.
I call bs on this. After Katrina, the Department of Homeland Security initiated UASI (Urban Area Security Initiative) and gave grants to metro areas across the country to develop and practice mass evacuations. I guarantee you that New Orleans received massive UASI grants.
I was on UASI for a department and helped to develop the template to evacuate metro Atlanta. There were hundreds of agencies and thousands of people involved in developing the template. We then practiced it on a tabletop exercise that lasted 7 days.
There is an evacuation plan for New Orleans. If they won’t initiate it, they should lose all the Federal grants they got under UASI.
LaToya brought in votes for JBE in the last governors race. She has plenty of money from the BILLIONS that have flowed to LA during the time of COVID. She is just not willing to spend it on evacuating the peasants. Plus, she is supremely incompetent and will be never held to account by the liberal media.

Katrina was in 2005. Many people left, including elected and non elected officials. I suspect there are many who don’t know, some never knew or unfortunately, there are those who can’t remember. Think of all the plans that just sit on shelves after the taxpayers dole out huge sums for assessments, planning documents and tabletop exercises never to see a return on their investment. Did you know in 2017 the CDC instructed all communities to come with a plan for non pharmaceutical interventions in the event of an epidemic? I requested a copy from our county health department and our county emergency management department. No one had a plan. I informed a resident of a nearby town of my request so she made a public records request to her local officials. Three Sheriff’s detectives showed up at her house and asked her if she was satisfied with the plan. She had no idea what they were talking about since she had not received a plan. Corruption at every level.
Correction: UASI was developed in response to 9/11. The Initiative took on more importance after Katrina.

Currently still only a Cat 1 with 85mph wind. New Orleans has not done well with big rain storms in the past however and there is still time to strengthen a bit although it has held steady for days now. Passing over the western edge of Cuba last night didn’t hurt it any. We had three light and brief rain showers on the gulf coast of FL yesterday from the outer most band. Back to normal today.

For those who remember the Katrina mess in New Orleans, we eventually learned that mayor and governor had mis-spent (pocketed) Federal funds for upgrading seriously deficient/damaged levee and pumping systems.
As far as I know those upgrades were never done. FEMA and the US Corp of Engineers have very detailed computer models. As this hurricane approaches they will be able to identify flood levels to within an inch or so. No reason not to start evacuation plans now. Unless of course……

This storm came out of nowhere, so fast. The mayor could order a mandatory evacuation, but only 1/2 the populace would hear it, because the other half is walking around with earphones, earbuds, whatever and you can guess they aren’t listening to the media. No one trust it anymore. They can turn the roads to one way, and the reduced police can go house to house telling people to leave, but half still won’t. By the time that 1/2 gets ready to go, the gas stations will be empty of gas from those who did heed and are gone. After Katrina, you would think that the people in Louisiana especially would be aware of anything that comes up their way, but people seem to get complacent fast after about 5 years have passed. Can’t blame everything on the mayor, although if they are democRAT, it is an easy thing to do.
