Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. Illinois is one of the most anti-gun states in the country.
Many shitbirds flaunt gun laws and commit serious repeated felonies only to be given low Bail or no Bail by the IL courts. The then go on to prey on the citizens of IL, while IL enforces gun laws on law-abiding citizens with an iron fist, keeping those law-abiding citizens from exercising their 2nd Amendment Right, while at a whim the State ignores laws when it serves to prohibit or slow walk citizens from exercising their right to protect themselves.
In Illinois there are multiple infringements places upon people to exercise their 2nd constitutional right.
To own a firearm in any practical manner in IL you must pay a significant amount of money and apply for a Firearm Owner’s Identification Permit (“FOID” card) which allows you to buy a weapon and ammunition in IL, after passing a Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) background check.
Then you must wait a number of days to take possession of a purchased weapon. If my memory is correct the weapon waiting period is 7 days.
No retailer will sell you either without a “FOID” card.
The law states that this permit must be approved or denied in 30 days.
The “FOID” permit provision was implemented in the 1960’s.
Circa 2013 after many years of lawsuits against IL disallowing concealed carry, the State lost and began issuing Concealed Carry Permits with a separate numeration system from the “FOID” Permit.
From that point forward to exercise your right to protect yourself in IL you need two permits each at a significant cost.
In the case of a Concealed Carry Permit (“CCP”) several hours of training is also required and not cheap. You also need to submit fingerprints.
The CCP application I signed circa 2013 stated the following:
“I understand that I am required to personally complete this Firearm Concealed Carry License Act Application and by submitting said application, I waive all my privacy and confidentiality rights and privileges under all federal and state laws, including those limiting access to juvenile court, criminal justice, psychological, or psychiatric records or any records relating to my institutionalization. Further I authorized the Illinois State Police to use the digital photo, demographic information and signature from my Driver’s License or State Identification to create my FCCA License and authorize the Illinois State Police to share my information as described in the warning contained herein.”

Eventually and presumably for expediency the State made the numeration identifying the “FOID” and Concealed Carry Permit holder the same number.
With every year more and more citizens of IL have come to realize that laws are not being being evenly applied and the safety of their families and themselves is increasingly in jeopardy.
As a result in IL there is a back-log of roughly 150,000 “FOID” permit applications alone.
The average processing time is 6-10 months.
I have a change-of-address on my permits and I’ve been waiting 8 months for the new cards.
Here’s how the State’s hierarchy in processing the 15oK back-log goes:
1st New “FOID” Permits
2nd New. Concealed Carry Permits
3rd Change of Addresses.
In the case of a change-of-address, first they will process the “FOID” Permit.
They will not even begin processing the Change-of-address Concealed Carry Permits until after that.
That means another 8-10 months till the Concealed Carry Permit is issued.
If you wallet is stolen or lost?
You have to start all over as though you’re a new applicant. No gun shop is going to sell you ammunition with out a “FOID” card.

First, do you think it is just a careless error that “r” is not capitalized in the first line since the names of parties are capitalized in the rest of the article, or is there some meaning to it not being capitalized in this case?
Second, what do the digits following each legislators’ name represent? All I could think of was their years in office until I saw Peter King’s name followed by a 2, which is definitely not his years in office.

I think the biggest reason we now see and understand for why the Left and the Democratic Party are zeroed in on the 2nd Amendment is precisely because they know that without it, the population is defenseless against their goon squads like AntiFA and BLM.
That’s why Rittenhouse is such a pariah to them because he aptly and correctly demonstrated the appropriate use and reason of the 2nd Amendment. When the people are armed and can defend themselves that puts a strong limit on what AntiFa and BLM thugs can do to them.

Your thoughts are commendable. However, when the democrats split into separate parties for the 1860 election it led to the victory of the republican candidate, Abraham Lincoln. Most recently, in the 1992 election Ross Perot had the effect of splitting the republican vote which led the election of Slick Willie. While the republican party is still filled with far too many political hacks and self-interested RINO’s. Nevertheless, the local populations from their respective districts voted them into office and it needs to be left to them to vote in a more Constitutional supporting candidate in the next election. Moreover, Americans need to pay attention to the local elections and take control from the bottom up. That is not to say we cannot simultaneously make corrections in office holders from the top. During 2018 and 2020 many of the never-Trumpers in the republican party were replaced by more conservative, America-First candidates. Granted, further purging must occur. Nonetheless, it would be quicker to purge the current party than attempt to start a new one. After-all, people, and especially Americans are creatures of habit. The history of party affiliation in our nation indicates that party loyalty runs deep.

The way I understand, or remember, is that in Oregon, we voted to close the gun show loop hole and all transfers , other than to immediate family, would require a background check for all firearm transfers- the catch was that the OSP are required to complete the background check within a very short amount of time, or the transfer could proceed . The paperwork that documents the transfer. is held, not to be made for use, unless a firearm was found to have been used in the commission of a crime.
I have it on good authority that the OSP has, and does allow this information to be used for anterior purposes.

First, they need to know where the private firearms are. Next will come registration, followed by confiscation. In theory, this will remove about 75% of all guns. In reality, probably only 25%. But 25% is still significant.
