As previously stated, there is no ideological distance between President Obama and Recep Erdogan.  Absent of plummeting polling numbers, which handcuff his ability to continue domestic agenda items, President Obama would NOT be fighting ISIS.
For seven years we have watched the relationship between Erdogan and Obama as it flourished into a bromance of Sunni favoritism.  As expected Turkey will not participate in attacks against it’s ideological compatriots, ISIS.
Makes you wonder why Secretary John Kerry is even bothering with the trip.

TURKEY – Turkey will refuse to allow a U.S.-led coalition to attack jihadists in neighboring Iraq and Syria from its air bases, nor will it take part in combat operations against militants, a government official told AFP Thursday.
“Turkey will not be involved in any armed operation but will entirely concentrate on humanitarian operations,” the official said on condition of anonymity.
The decision echoes the country’s refusal to allow the U.S. to station 60,000 troops in Turkey in 2003 to invade Iraq from the north, which triggered a crisis between the two allies.
Ankara then also refused Washington permission to use its air bases to attack Saddam Hussein’s regime.
Turkey has come under fire by some critics for indirectly encouraging the formation of the Islamic State of Iraq and Syria (ISIS) because of its support of Islamist opponents of Syrian President Bashar al-Assad, and its loose control of its borders.
But Ankara vehemently denies its strategy has backfired.
U.S. Secretary of State John Kerry was to hold talks in Saudi Arabia on Thursday to drum up support from 10 key Arab nations and Turkey, after President Barack Obama announced Washington’s new strategy against Islamic State jihadists, which will include air strikes in Syria. (read more)

Libya is in a crisis civil war as Islamic extremists tear the country apart – but you don’t see President Obama giving that crisis, a crisis he created, any of the attention he’s giving Syria.
Meanwhile Egypt, under the leadership of Fatah El-Sisi -whom Obama does not like- has dispatched Islamic extremists, crushed the Muslim Brotherhood, and fought Hamas on behalf of security for Israel.  El-Sisi has also arrested Qatari spy agents working for al Jazeera news, who support the Muslim Brotherhood.   Eventually El-Sisi had to kick the entire Al Jazeera nest out of the country.
Kerry will arrive in Cairo, Egypt after his visit to Turkey.  On Kerry’s last visit to Egypt he and the entire U.S. delegation were searched for weapons prior to meeting with El Sisi.  Egypt does not trust the U.S.   If Obama is attached to it, you won’t find much Egyptian support for whatever it is.
Egypt also understands what Turkey’s Recep Erdogan is all about, and doesn’t trust him either.
