The Timeline Of The “Border Crisis” – An Intentionally Manufactured Crisis Created To Advance Comprehensive Immigration Reform ?

Several key empirical facts do not lend credibility to the White House claim of a “surprise crisis”.

Actually quite the opposite – But to really absorb the issue we must analyze current year events through the reality of prior events;  we must look into the way-back machine.  To that end we have read the entirety of:

Because these reports are so critical to the full understanding we have also embedded them in their pdf. entirety near the end of the timeline:

TRINIDAD-AMERICAS-SUMMIT-CHAVEZ-OBAMAApril 2009 – After a Mid-East trip to Egypt to deliver his Cairo speech, President Barack Obama travels to South America for the “Summit of the Americas“. The summit included thirty-four South American countries. Obama wanted to promote his point that relations in North and South America can be heavily improved, especially after age old ideals on immigration and commerce are dropped. Hugo Chavez warmly embraced Obama and provided a gift, a book titled “The Open Veins of Latin America“. (link)

December 2009 – November 2010 – 100% of all political effort was leveraged to create and institute the ACA or ObamaCare. All media oxygen is focused on ObamaCare 24/7.

November 2010 – President Obama is “shellacked” in Mid-Term elections. Loses control of the House of Representatives to Republicans. Biggest electoral defeat since 1918.

January 2011 – Emphasis, and political strategy changes. “Comprehensive Immigration Reform“, ie. “amnesty” becomes the mainstay approach toward retention of political power. Throughout a contentious Republican primary season, to assist their ideological traveler, the U.S. media kept the issue on the front burner.

May 2011 –  President Obama travels to the Rio Grande sector of the border to push for his immigration platform (ie. Amnesty).   He proclaims the border is safe and secure and famously attacks his opposition for wanting an “alligator moat”.

November 2012 – Election year campaign(s). Using wedge issues like “War on Women”, and “Immigration / Amnesty”, candidate Obama promises to push congress for “amnesty”, under the guise of “Comprehensive Immigration Reform”, if elected. President Obama wins reelection.

December 2012 – Immediately following reelection President Barack Obama signs an Executive Order creating the “Deferred Action Program“, or DACA. Allowing millions of illegal aliens to avoid deportation. (link)

According to their own documents and research, this Deferred Action Program is what the Central American communities are using as the reason for attempted immigration.   In both the border control study and the DHS intelligence report the DACA program is mentioned by the people apprehended at the border in 2013 and 2014.

May 2013 – President Barack Obama visits South America. Following a speech Mexican entrepreneurs, Obama then travelled to Costa Rica, his first visit as president. In addition to meetings with Costa Rican President Laura Chincilla, Obama attended a gathering of leaders from the Central American Integration System, (CAIS).   The regional network includes the leaders of Belize, El Salvador, Guatemala, Honduras, Nicaragua and Panama. Summer 2013 – Numbers of Illegal Unaccompanied Minors reaching the Southern U.S. border from El Salvador, Guatemala, Honduras, Nicaragua doubles. 20,000+ reach U.S. Southern border by travelling through Mexico. Media primarily ignores. (link)

October 2013 – At the conclusion of the immigrant travel season. White House receives notification that tens of thousands of illegal Unaccompanied Minors should be anticipated to hit the Southern U.S. border the following Summer [2014]. An estimated 850% increase in the number of UAC’s (from 2012’s less than 10,000) was projected. (link)

January 2014 – In response to the projections, the Department of Homeland Security (DHS) posts a jobs notification seeking bids to facilitate 65,000 Unaccompanied Alien Children. The posting outlines DHS and Health and Human Services (HHS) requirements for contractors to fulfill the job. (link)

February 2014 – President Obama visits Mexico for “bilateral talks”, in an unusual one day visit (link):

Spring 2014 – With a full year of successful transport and border crossing without deportation – DHS begins to notice a significant uptick in the number of criminal elements from El Salvador, Guatemala, Honduras and Nicaragua; which have joined with the UAC’s to gain entry. Internal DHS documents reveal the “refugee” status is now being used by both criminal cartels, and potentially by Central American government(s) to send prison inmates into the U.S. (link)

June 2014As expected tens of thousands of Unaccompanied Alien Children from El Salvador, Guatemala, Honduras and Nicaragua hit the border and the headlines. Despite the known planning, and recently discovered prior internal notifications, the White House claims it did not see this coming.  However, internal documents including a –DHS Border Security Alert– show that in March, fully three months earlier, the White House was aware of what was coming in June.

June 20th 2014 – Congressional leadership and key Latino Democrats from the Democrat Hispanic Caucus meet with representatives from El Salvador, Guatemala, Honduras and Mexico.

 […]  “As long as (U.S.) immigration reform is not approved, the exodus of children to the United States will continue,” Jorge Ramon Hernandez, the senior representative of Honduran President Juan Orlando Hernandez, said at the talks.  (link)

June/July 2014 – By the end of June the media have picked up the story and it’s called “A Border Crisis”.   However, the White House is desperate to avoid exposure to the known criminal elements within the story. (link)

July 3rd, 2014 – President Obama requests $3,700,000,000 ($3.7 billion) in supplemental budget appropriations to deal with the border crisis. Only $109 million is for actual border security or efforts to stop the outflow from El Salvador, Guatemala, Honduras, and Nicaragua. Growing concern amid Democrats brings out a defense position that George Bush created the crisis in 2008.

Hidden inside a massive budget request is President Obama seeking legal authorization to spend taxpayer funds for lawyers and legal proceedings on behalf of the UAC’s and their families.

In essence congress is being asked to approve the executive branch’s violation of previous immigration law. Section 292 of the Immigration and Nationality Act prohibits representation of aliens “in immigration proceedings at government expense“.  President Obama is seeking authorization to use taxpayer funds to provide the Illegal Aliens with government lawyers.

It becomes increasingly obvious the spending request is to facilitate President Obama in expanding the services toward ALL illegal immigrants throughout the U.S.

The stealth nature of the request is brilliant. Once the funds are established and appropriated the administration can then use millions of taxpayer funds to essentially integrate not only the UAC’s but any illegal alien currently within the system.

The $3.7 Billion becomes the amnesty program Obama has sought but been blocked from achieving.

July 9th 2014 – Fearful that U.S. political interests might bring a halt to the outflow already in place, and/or actually result in a backlog of travelling migrants stuck at the border inside Mexico:…

[…]  Mexican President Enrique Peña Nieto and Guatemalan president Otto Perez Molina held a joint press conference in Playas de Catazaja, Mexico, to officially announce an agreement to make it easier for those making the illegal journey to the United States from Central America, to cross into Mexico.

The Southern Border Program to Improve Passage, will provide for more border checkpoints along Mexico’s border with Guatemala, and offer more protection and even emergency medical care to those making their way north. The illegal aliens will receive a so-called Regional Visitor’s Card, according to El Universal. (link)

July 10th, 2014 – Facing pushback from congress as well as sticker shock at the amount he is requesting, President Obama sends his DHS team to Capitol Hill to ramp up anxiety, and threats of consequences:

Homeland Security Secretary Jeh Johnson said Thursday that as many as 90,000 unaccompanied child migrants could cross the southwest border before the end of this fiscal year in September.

That will place a huge strain on immigration agencies, which will badly need new money to get through the summer, Johnson says.

The 90,000 number — the highest yet given by the administration — is spelled out in written Senate testimony by Johnson as well as Health and Human Services Secretary Sylvia Mathews Burwell, who must also deal with the border crisis.

“We are preparing for a scenario in which the number of unaccompanied children apprehended at the border could reach up to 90,000 by the end of fiscal 2014,” Johnson’s testimony reads, and he bluntly warns that without an infusion of new funds, U.S. Immigration and Customs Enforcement (ICE) will run out of money in August. Not only did the White House know what was going to happen this year, as far back as 2012; but the White House actually appears to have constructed the events to fall into a very specific pattern and done NOTHING to stop the consequences from the DACA executive order issued in December 2012.

The amount of U.S. taxpayer money spent on the Illegal Alien Children, through HHS and DHS grants, since 2010 is staggering:

•  Between Dec 2010 and Nov 2013, the Catholic Charities Diocese of Galveston received $15,549,078 in federal grants from Health & Human Services for “Unaccompanied Alien Children Project” with a program description of “Refugee and Entry Assistance.”

•  Last year, the Catholic Charities Diocese of Fort Worth received $350,000 from Department of Homeland Security for “citizenship and education training” with a program description of “citizenship and immigration services.”

•  Between September 2010 and September 2013, the Catholic Charities of Dallas received $823,658 from the Department of Homeland Security for “Citizenship Education Training” for “refugee and entrant assistance.”

  From Dec 2012 to January 2014, Baptist Child & Family Services received $62,111,126 in federal grants from Health & Human Services for “Unaccompanied Alien Children Program.”   (link)

When you see figures like that, it makes you wonder if the recent media espousals, from the “faith based” leadership Obama met with last week, are based on religious charity toward unaccompanied minors – or maybe a vested financial interest in continuance of the program itself.

    The vast majority of the UAC’s cited in the internal government reports are minors reuniting with Mom or Dad in the U.S. – In most of the cases cited as examples Mom or Dad is here illegally in the U.S. and send money back to Honduras, Guatemala etc. to pay for their kids to make the journey.

    Mom and/or Dad, and/or Aunts Uncles are not in Central America – they have already made the trip and crossed illegally without their kids. They are now sending back to get them. This appears to be the case in well over 50% of the examples cited but the media proclaims the opposite motive.

    I would add two tidbits to your timeline:
    1. In 2012, Obama had his Dept. of Agriculture begin to partner with the govt. of Mexico, which was concerned that illegal Mexican immigrants would not receive food and welfare in the U.S. As part of this effort, USDA (with U.S. taxpayers’ money) were involved in billboard signs put up in Mexico advertising food stamp availability in the U.S. (Even though illegals legally did not qualify, U.S. government personnel have turned a blind eye.)
    2. In 2012, Obama removed the remaining National Guard from the border. (Bush had ordered 6,000 National Guard to the border in 2006.)
    Further:
    The Texas border is less secure now than it was in 2008, Bush’s last year in office. Despite the surge in numbers of illegal aliens crossing into Texas during the past year plus, today most BP agents in Texas are not on or patrolling the border and there are no National Guard boots on the ground at the border. In 2008 there were National Guard on the Texas border, and more Border Patrol agents on patrol than there are now.

    The number of Border Patrol agents in the U.S. approximately doubled from 9000 in 2001 to 19,726 in 2008, G.W. Bush’s last year in office. Since 2008 the number has increased slightly to approximately 21,000.

    Today, 70% of the Border Patrol agents in Texas are not on patrol, but are doing paper work and/or in the illegals camps processing or assisting them. Breitbart and Drudge have articles on this.

    I’m not even certain what the “proper” immigration procedure is supposed to be anymore. Are there quotas for certain nationalities? Are there restrictions of immigrants from any particular nation? Do citizens of different nations face different requirements?

      One problem is there are multiple programs and the numbers are hidden in legislation, as usual, based on country of origin, employment, warfare in an area, etc. For example, the 2014 Senate bill expands the number of Afghans eligible for immigration to the U.S. under the 2009 Afghan Special Immigrant Visa Program from 1,500 each year to 5,000 per year through 2018. One gets dizzy comparing different bills and the language. Also, many Middle Easterners acquire false documents and take Spanish language classes in South America when they are trying to hide their country of origin.

      For someone like me there is definitely very strict regulations! As it should be. Took me ten months to get my second green card, and I’d been married to my American husband for 16 years, and had also been a green card holder for over a decade prior to that.
      I was up until recently under the impression that immigrating to the US was the most difficult thing. Apparently only if you do the legal way.

    This “children’s invasion” is really an orchestrated move by Hussein bin Obama, Jarrett, Moochelle and Holder – all affirmative action beneficiaries with HUGE chips on their shoulder when it comes to race.

    The purpose of the invasion, broadly, is to “brown”, that is, “de-White” the population of the USA, more importantly, the voting population. Change the people and you change the culture. Change the culture and you change the politics of a nation. Lower the percentage of native-born White Americans.

    This is fine with the “young and dumb” and the foreign-born, i.e., immigrant. They want the federal government to use it’s powers to extract money from White Americans (formerally known as “Americans”) to their ethnic tribe, be it Latinos, Muslims, Asians, fill in the blank. White Americans have most of the wealth in the US because, well, since it’s founding, the US was made up of roughly 90% Whites. To criticize that would be akin to saying most of the wealth in Italy or Japan is held by Italians or Japanese. It makes nno sense; it’s just a campaign talking point.

    The USA is indeed becomming a 3rd (Turd) World country and Obama is leading the push for it.

    Senator Kyle of AZ was told by Obama et al that the border would not be secured until he got the immigration bill he wanted. He told him this in 2010. Their intent has been openly told to opponents since the early days of this administration. It was proceeding nicely with the full collusion of Republican leadership such as Cantor until he was kicked out of office by his voters.

    OK, so I’m reading this, and I come to the chart showing the total and annual average number of deportations by presidential administration. It doesn’t seem right, but there’s a link to the source, Table 39 of a DHS yearbook. So I go there, and what I find is not exactly the chart shown here. The numbers shown here were taken from Chart 39, but with a bit of tweaking. Chart 39 shows an annual count of “removals” and an annual count of “returns.” From the chart: “Removals are the compulsory and confirmed movement of an inadmissible or deportable alien from the United States based on an order of removal.” What we normally think of as deportations. “Returns are the confirmed movement of an inadmissible or deportable alien from the United States not based on an order of removal.” People who went home on their own, as many seasonal workers are prone to do. The figures in the chart shown here are obtained by combining removals and returns. If you look at just removals, the numbers are very different. For the G W Bush administration, the total number of deportations (removals) is 2,012,539, an average of 251,567 per year. The other 8.3 million credited here to the Bush administration are not people who were deported, but people who simply went home. The count of removals for the Obama administration is 1,582,756 for four years, an average of 395,681 per year, substantially higher than the Bush years, and higher than any one year ever, except 2012, which was 419,384.

    So, a chart in this article which purports to show that Obama’s administration has been deporting fewer aliens than previous administrations, is based on source data that actually shows that Obama is the all-time deportation champ. The chart shown here also does not take into account that the number of inadmissible aliens entering the country is way down since 2008 (look at tables 33 and 36 in the same yearbook). The chart shown here is an intentional lie. It doesn’t even qualify as spin. Obama is forcibly deporting more people than anyone, ever, while far fewer people are entering the country illegally. Bush had far more voluntary returns when far more people were entering the country. Sundance, you only get to lie to me once. After that, I can’t trust a thing you say, even if you’re saying something I want to hear.

    The chart is clear and accurate. The only people changing the definitions is the Obama Administration. “Deportations” are defined divergently by this administration in an effort to make themselves appear tougher on illegal border crossings. President Obama changed how deportations were counted. Prior to President Obama nobody counted “Returns” and “Removals” together as “deportations”. President Obama’s administration began to count those turned around at the border as “deportations”. There was only one reason to do so, to make his statistics look better.

    Because sunlight, ie truth – empirical truth, is antithetical to your position – you are intentionally trolling a net of obfuscation in a feeble attempt to distract. The links provided below in response deconstruct your talking points and expose your agenda. The only remaining question is – are you being paid for these attempts?…. /SD

        More and more confused. In the original table, there are “removals” and there are “returns.” They are different. They are well defined. There is no indication that the definition has ever changed. And, the words you put in Obama’s mouth (‘In other words…) are not the words he spoke. He was simply saying that yes, deportations are up, but more of them are taking place quickly, and at the border, rather than among people already in the country. I suggest that others reading this simply click the link you provide and read for themselves. The fact that people were turned around at the border after only a day or two does not mean they were not “removals” as defined, it only means that the system got faster at processing orders of removal. You seem to be suggesting that someone who is forcibly turned back, quickly and at the border, actually left voluntarily.

        Finally, your response does nothing to address Sundance’s obvious, intentional misuse of the DHS numbers and the credibility issue that raises. He could have posted the original chart, and explained how he arrived at the numbers he wanted to highlight. He didn’t. He went to some trouble to extract the numbers he wanted and show only them. The 8.3 million are “returns.” The table defines “returns.” “Returns are the confirmed movement of an inadmissible or deportable alien from the United States not based on an order of removal.” Left without an order of removal. Can’t force them our without an order of removal. So, left on their own, for their own reasons. Returns, not removals. I admit to assuming they went home, OK.

              Yes, by all means let other people evaluate what the data is. Following is my modified version of the spreadsheet. I removed years earlier than GHWBush, and summarized the removals, returns, and grand totals. As for the Obama quote, your interpretation is just that: yours. My interpretation is mine. Let others decide which is correct:

              Totals are much higher under GWBush than under Obama. That is what Sundance had in his table that you quibbled with.

          P.S.: A person turned back at the border has not been “deported”, because they never entered the country in the first place.

      President Obama changed how deportations were counted. Prior to President Obama nobody counted “Returns” and “Removals” together as “deportations”. President Obama’s administration began to count those turned around at the border as “deportations”. That’s what makes his statistics look better.

      …”Actually, what happened, if you look at the statistics, two things happened: Number one is, is that there was a much greater emphasis on criminals rather than non-criminals. And there’s been a huge shift in terms of enforcement, and that began as soon as I came into office. That change has taken place.

      Secondly, the statistics are actually a little deceptive because what we’ve been doing is with the stronger border enforcement we’ve been apprehending folks at the borders and sending them back. That is counted as a deportation, even though they may have only been held for a day or 48 hours, sent back — that’s counted as a deportation. So we’ve been much more effective on the borders. But we have not been more aggressive when it comes to dealing, for example, with DREAM Act kids. That’s just not the case”….

      In 2012, Representative Lamar Smith (R., Texas), then chairman of the House Judiciary Committee, discovered that the Obama administration was counting a certain number of “returns” as “removals.” Immigrants apprehended at the border are often times referred to ICE and subsequently processed as a removal. This has the effect of artificially inflated the number of removals, or deportations, by at least 50,000 per year. It is also a reason why what the administration refers to as “border apprehensions” are near historic lows: People are in fact being apprehended at the border, but their cases are grouped as removals in the statistical record.

      Smith said in a statement at the time, following a committee review of internal ICE documents:

      Since 2011, the Obama administration has included in its year-end deportation statistics the numbers from a Border Patrol program that returns illegal immigrants to Mexico right after they cross the border. It is dishonest to count illegal immigrants apprehended by the Border Patrol along the border as ICE removals. And these “removals” from the Border Patrol program do not subject the illegal immigrant to any penalties or bars for returning to the U.S. This means a single illegal immigrant can show up at the border and be removed numerous times in a single year — and counted each time as a removal. When the numbers from this Border Patrol program are removed from this year’s deportation data, it shows that removals are actually down nearly 20 percent from 2009. Another 40,000 removals are also included in the final deportation count but it is unclear where these removals came from.

      Immigration expert Jessica Vaughan made the same argument last year when she testified on behalf of ICE agents suing the Obama administration in federal court. Vaughan analyzed the administration’s enforcement statistics and found that the actual number of illegal-immigrant removals had dropped 40 percent since June 2011.
