    I’m tired of this, it’s standard Civil Service ‘circle the wagons’ stuff. With lawyers if the facts are against you argue the law; if the law is against you argue the facts. In Civil Service if you get you whatever caught in the pencil sharpener you just start arguing workload, untrained/new staff, a situation not directly definable under the overly broad operating procedures you have to use, exuberance by employees eager to finish as much work as possible (that’s a toughie to sell with a straight face), there’s a lotta excuses in standard play book. Throw smoke, refer the situation to another branch, request more time to study the screw-up in its entirety, delay as an investigations would throw the divisions work schedule into full-stop and further increase the backed-up workload. I did this enough times to recognize what’s going on. About the time the public’s attention span starts to wane there’ll be a few small sacrifices and some superannuated senior staff will retire with full pensions and benefits. Think the last scene of Casablanca without the smell of cigarettes and aviation fuel.
