It now appears the Washington Post article was flawed in that the reporter took the information above and did some background research to further identify and/or validate the source document.  There was a 38-year-old person, picked up in Baltimore on the same day, based on charges of a Personal Protection Order (PPO).  The 38-year-old has the same last name as Donta Allen.
This, we believe, was the source of the original conflict contained within the April 29th Washington Post article as compared to the WBAL-TV identification of the witness the following day April 30th.
Donta Allen is 22-years-old, and is factually affirmed to be the passenger in the vehicle with Freddie Gray, according to the affidavit which The Washington Post referenced in their initial article.
The description the Washington Post originally associated with Donta Allen is not correct, and in fact corresponds to another person.  Mystery solved.  Therefore what follows below can be disregarded.

This Chevy Express Police Transport Van comes in a three-door/three passenger compartment configuration. Baltimore has vans in this configuration and was using this van to transport Freddie Gray.

This becomes important when you are reconciling the conflicting story between:

A) The Washington Post ear witness (38-year-old, picked up on violation of PPO, currently in jail, and gave affidavit as used in BPD investigation search warrant) who heard “Freddie Gray” trying to injure himself.

-AND-

B) The WBAL-TV ear witness (22-year-old Donta Allen) who previously made the New York media TV circuit and claimed a smooth ride only hearing a little bit of “Freddie Bumping his head”.

Additionally important is the procedural detainee “LOAD SEQUENCE” used for a 3 compartment transport van (which was used for Freddie Gray) as outlined in Baltimore Police Procedure, and confirmed by our own independent sourcing.

As you have now famously seen, prisoner compartment #2 was Freddie Gray (pictured below  being loaded into compartment #2).

However, this makes Freddie Gray the SECOND occupant of the transport being loaded into compartment #2.  Compartment #1 already occupied.
Compartment #3 would be used for the THIRD passenger, which would be (if accurate) Donta Allen at 1600 W. North Ave.

The Washington Post has refused to answer specific questions about their well documented sources, and how they could simply delete their story and cover it up by replacing almost the entire content of their explosive article, including the headline.
It is important to remember the 2nd conformational source for the Washington Post article was a sworn affidavit (part of a search warrant for Officer Goodson’s uniform) which was provided to them as affirmation for the initial passenger story.
It is also important to note the entire construct of the Washington Post article was in direct opposition to their ideological interests in the case.  Meaning, they would never have run the article if there was a way to be suspicious of the source content.
The WaPo was not interested in defending the police, they are aligned with the progressive narrative.  The Post’s willingness to print the story affirms the validity and integrity of the content therein which is antithetical to their own preferred story.
As a consequence of the Washington Post now desperately trying to avoid the story, and with an acceptance of common sense around the specificity of the sourcing originally carried within their article, we are no longer alone in recognizing that something is seriously afoul with the sub-plot surrounding the other passengers in the transport vehicle.
The discovery that the van actually has three prisoner compartments, and the knowledge of the first compartment being loaded before the Freddie Gray pickup into compartment #2, presents the most plausible reconciliation of all factors. Donta Allen never knew there was a third passenger.

ALSO – We know from our research that EMS was requested during the transport and that EMS Unit 15 eventually was dispatched and responded after the decision was made by the police to head to Western District HQ.
EMS Unit 15 caught up with the van and attempted to treat Mr. Gray when the van arrived at Western District HQ.
Radio communication outlines the following clearly: the third-battalion fire chief (Unit 3) and Fire Engine 8 were dispatched. The ONLY ambulance initially dispatched was EMS Unit 15, which was originally sent to 1600 W. North Ave. These facts alone completely destroy the Mosby argument that EMS was not called until Mr. Gray reached the Western District HQ facility.
GOING FURTHER – If you look specifically at the assets according to the Baltimore Fire/EMS Website, you will see that Unit 3 is the fire chiefs car, not an ambulance or EMS unit; all from Third Battalion:

It is also important to note that all of these units (Fire Engine 8, EMS 15 (Medic 15 above) and Unit 3 (chief 3 above) are from the station at 1503 W. LaFayette Avenue. This is RIGHT NEXT DOOR to the Western District HQ where the eventual Freddie Gray transport arrived.

At 1600 W. North Ave. The police do not get a reply from EMS dispatch. They make the decision to load passenger #3 (Donta Allen) along with Freddie Gray, and ???  into the van and head for Western District HQ (instead of central processing). (link)

The transport van, originally destined for central booking, called for EMS and after waiting a few moments began driving directly to Western District HQ the location of Medic 15. They left an officer at the 1600 W. North Ave call location in the event medic 15 arrived to direct them back to the station.

At Western District HQ  – Unit 15 EMS catches up with the van and both the van and EMS Unit 15 arrive at Western District HQ. EMS Unit 15 reports to dispatch that they are with the patient.  (link)

This arrival at Western District HQ puts Freddie in care of the EMS unit who transferred him to Shock Trauma Hospital where he died 7 days later.
According to Donta Allen he also exited the van and while he was being written a citation, he was oddly directed to speak to Homicide officers and never received the citation.
You can see how Donta would not know there was another transport passenger in compartment #1 who was taken to Central Booking, processed, and became the Washington Post 38-year-old ear witness who appeared as an element of a sworn affidavit used in the Baltimore Police Department investigation.
