Evidence was withheld so that police could validate witness testimony.
Several witnesses falsified statements.  Example shot in back.
All immediate initial witness interviews were recorded for accuracy.
Witness statements on record before Autopsy results released.
Autopsy results removed many witnesses statements because of inaccuracy.
Grand Jury members met on 25 occasions.  70 hours of testimonials.  Hundreds of hours of recorded testimony.  Hundreds of photographs  and documents.
GJ members given 5 counts to consider.
LEO authorized to use deadly force, and individuals self-defense.
After full, thorough, exceptional and exhaustive examination.  DETERMINATION  “No probable cause”.

Meanwhile Governor Jay Nixon gave a pre-announcement Presser with Mayor Slay, and county executive Charlie Dooley:

Governor Nixon: Nerves are on edge but we remain prepared.  We are unaware of the Grand Jury decision.
Charlie Dooley (county executive):  People need to think with their heads and not emotion. We do not want people to shoot each other.  We are one community.   Our main priority is to keep people safe and simultaneously allow them to express free speech rights.  I personally believe our community will do what is right.  People do not need to barricade themselves inside.
Mayor Slay:  Saint Louis is a place that endures in challenging times.  What happened to Michael Brown has divided us.  My message to the protestors we will protect your right to peaceful assembly.  We will give you leeway to occupy public spaces.  We are taking action to protect neighborhoods.  We all may experience inconvenience.  We will allow protestors to block traffic.  We only had two acts of vandalism last night.  The world is watching us.
Dan Isom (Director of public safety):  We have spent two months planning for chaos.  I have confidence in law enforcement.  They intend to protect everyone.  A dialogue has begun about more than just policing.  Violence will set us back.

  • A – The prosecutor made the decision on timing.

  • A – I’m not looking back.  We’ve invested in training, we’re going forward.
