The only issue I can see is that many who hold such information would likely be involved in the fraud themselves.
Will they grant amnesty to those who are first to squeal on their accomplices? If so, it may start an avalanche of whistleblowers trying to avoid prosecution for themselves.
Maybe for that group the deal should only be amnesty for their crimes. Save the millions in rewards only for those who had no firsthand involvement in the fraud.
