Another suspect in the case, 19-year-old Ohio resident Tycen Proper, was intercepted following an alert from his family.

Canadian prisons seem to release violent offenders far sooner and more often than they should, but on the other hand, I’ve met a lot of ex-convicts through work and none of them seem to have been brutalized by the experience, in contrast with the stories that one hears about the American prison system brutalizing inmates.
