Using the FISA 702 renewal as leverage is something done in negotiations, not writing it into the act.
IMHO the president’s use of the adjective “clean“ was in reference to not muddying up the bill with any other legislation written into the renewal itself. I don’t think the president wants tripwires or other mumbo-jumbo written in to the renewal legislation that would create opportunities for the authorities to get around the basic tenants of using FISA 702 only for foreign surveillance as intended, and not create any legal loopholes that allow warrantless domestic surveillance.

A much better position for PDJT would be to stick with his earlier position of not signing any legislation until the Save Act is passed and signed into law. For PDJT to say: “We need FISA but I won’t sign it until after I sign the Save Act.”
We are saying the same things. But I’m not yet certain PDJT is ready to sign the 702 renewal without getting the Save Act passed by Congress.

Yes, by “clean” he most likely means (I hope) just an extension of the current law by 18 months. No modifications, no added bells and whistles, nothing not already in there. Just the current law for another 18 months.
But supporting it for another 18 months should not mean passing it before the SAVE Act is on his desk for signing. And at a minimum it should be the SAVE Act as passed by the House and definitely not watered down by Murkowski or any other RINO.
Don’t forget who will be running the Congress…the Senate…in 18 months. It is a DONE DEAL!

President Trump also said he would not sign any new legislation until the SAVE Act is passed. So perhaps he can say he supports a clean extension but still maintain leverage by refusing to sign it without the SAVE Act.
Today’s Democrat Senators hate the SAVE Act as much as Senate Democrats hated the 1964 Civil Rights Act.
“Clean extension” could just apply to the that portion of the bill. Nothing changes about FISA, but there is an amendment that includes the Save America act as a rider to that extension.

The DS argues that the actual collection of the meta data does not violate my 4th Amendment Rights (BS). And the “Reforms” President Trump mentions are to make sure there is “probable cause” (easily manufactured) or a FISA warrant (court willingly ignorant) to search the meta data. I would love to see a lawsuit filed (I would support) that sues the Feds for even capturing the meta data. We know, because of SD, the hundreds of “contractors” with unfettered access and seemingly NO CONTROLS around the searches. Hopefully that has changed under 47.
That said, much of what the meta data contains can easily be purchased by the Gov’t from your cell phone carrier, ISP, etc under their terms of service. Not all of it, but a lot of it. So in someways, we willingly give away our liberty in the name of convenience already.
