White House Manufacturing Policy Advisor, Peter Navarro, has written an op-ed warning about a new bill under construction in congress [BILL HERE] that seeks to stop President Trump from blocking the ‘de minimis loophole’ on imported goods.
Previously, various shippers and transport companies like UPS and Fed-X had lobbied congress to retain a loophole on customs and duties allowing items valued less than $800 to enter the USA without tariffs. They were joined by ecommerce outlets like Amazon, Alibaba, Temu and Shein to keep cheap foreign goods flowing into the U.S. without passing through customs declarations.
President Trump stopped the de minimis loophole on China and Hong Kong and then globally.
As noted by Navarro, “the threshold for the exemption hit a staggering $800 per package — by far the highest in the world. Europe’s is closer to $150. Japan’s is under $70. China’s general threshold is in the single digits. The U.S. wasn’t “aligned with global norms.” We were the outlier, and a very expensive one.”
Now, Navarro is warning that congress is seeking to subvert the Trump position on imports and go back to allowing cheap foreign goods flood the U.S. market at a level that creates chaos in customs enforcement and facilitates the flow of illegal drugs and narcotics back through the system.

Which brings us to the bill itself. The deception starts with the title. To call this the “Secure Revenue Clearance Channel Act” is like calling a casino a “retirement plan.”
The title promises security and revenue, but the text does the opposite. It creates a $600 express-lane carveout that lets express carriers move low-value shipments through a special channel using only manifest data. Instead of paying the tariffs required by law, importers can elect a substitute fee imposed in lieu of normal duties — including tariffs Congress enacted to protect national security.
That’s not enforcement. That’s Deep Swamp chicanery designed to look technical, sound boring, and slide through committee before anyone notices the damage.

Yes, businesses import products without paying tariffs when they enter the US, as long as they remain locked up in a special customs-regulated warehouse. Businesses can keep goods in these warehouses for up to five years without paying a tariff. They only pay the current tariff rate when they take goods out of storage; presumably, after President Trump is out of office and tariffs can be lowered again by grifter politicians who get paid to sell out U.S. workers and the national interest.

I don’t know even close to all of the things that are done in China that aren’t being done affordably here in the USA but one thing is particularly expensive in the USA beyond reason in my view.
PCB fabrication. It needs to happen in the USA again because where I operate, there are a lot of open source people who design electronics to patch or replicate older tech from back in the 80s. For people do be able to do this right now, we HAVE to go through China. I have sought out US PCB fabricators. They want THOUSANDS of dollars while the Chinese want less than $10 quite often. And I’m not talking about large and complicated circuit boards. I’m just talking about the basic two layer, through-hole type of boards which are easy to work with for simple projects.
I haven’t been able to ask the US fabricators why their stuff is so expensive but I suspect it’s simply because their clientele are larger or large profit driven companies rather than people who just want to design and share things people want to use. If this seems strange, think of it in the same way we think of free and open source software. We just want to make it and to let others enjoy it. Spending some money to make it happen is fine but it can’t be thousands of dollars.
I know China dumps things to prevent the US or other countries from competing but if they can build these things and often assemble them for incredibly cheap, I have to wonder why it can’t be done in the USA. If it was TWICE the price or even THREE TIMES the price I might be inclined to buy American. But not when it’s thousands in the US and only $10 in China.
I’m sure there are other industries and interests out there as well. But there has to be a way to bring that kind of stuff back here.
It may be that PCB fabrication is becoming a lost art in this country. Several years ago, at the defense company I retired from, we had a special lab where former retirees did PCB fabrication. They were craftsmen and they’re all gone to their last repose now. They did incredible work unmatched anywhere in the industry. Perhaps, you could try to find people with this kind of experience.
Creating a small business to fab PCB’s is something that would appeal to me.
Unfortunately, I’m not the right demographic to get serious considerations of business loans to build it. Last I knew the Small Business Administration near exclusively gave loans for business startups to minorities and aliens over everyone else. Ditto big banks. DEI policy screwing us all over once again.
It was reported yesterday that the SBA will no longer be allowed to loan to anyone but American citizens. Wish I was young enough to do it. Those folks were artists.
PCB fabrication is more akin to printing than it is an art. The boards themselves are thin layers of conductive material (copper usually) fixed to a thin board of non-conducting material. Then a mix of chemicals and targeted photographic light is projected to help remove the conductor material leaving behind only the pads and traces used to create circuits and places for mounting components.
It’s about as complicated as the old style type setter/printing press operations of the old days. But it’s actually becoming more similar in direction to what has resulted with home printing today.
But there are chemicals and specialized spaces still required for PCB manufacture and that’s a very limiting factor preventing PCB fabrication to become completely done at home as a hobby.
All that to say, anything that looks like art or skill is not necessary. It’s complex and has lots of steps and the extreme miniaturization has simply lead to a steep investment into the robotic systems used to implement the work reliably.
They have this in China but in the US we have eternal inflation b justified by using advanced tools.
I remember needing water leak detection service where one provider charged a lot more than others. I asked why, if the results are the same, I should pay a lot more? The guy cited having better equipment. So I asked, “do I get to keep the equipment? is that why it’s that much more expensive?” He said “No!” but was very confused by my challenging his explanation. My point was I pay for the results, not for the expensive equipment that has long since been paid for by prior customers.
This is why things like MRIs and other medical scanning equipment is so expensive even though the stuff is already paid for. The operators are over paid and the industry centered around its use simply charges too much because they can get away with it.
PCB makers in the US appear to be following this line of thinking which is preventing it from being affordable to consumers.
But think of it. PCBs aren’t typically viewed as consumer products. They are components of consumer electronics. And its a cost seen and experienced more by large product manufacturers.

The stamps look like they were made in the U.S.; everything about the rolls look original including adding they were made by APU. But every once in a while a seller will make the mistake of showing a stamp roll all the way around so you can read “Made in China” on it. APU never has China print their stamps.
As long as there is a distributor somewhere in the U.S. willing to sell Chinese goods that come in quantity — and illegally — nothing will stop the rampant theft that is running wild.

Chinese counterfeit products are often not counterfeit in the technical sense. What happens if they are contracted to make something and they use the same source documents (design files) to produce more which are used to undercut the parties who paid them to make their stuff.
This is why Apple has introduced serialization into their electronic components. Louis Rossmann sees this as interesting with right to repair (and it does) but this is also a way to balance back against foreign manufacturers who produce more than they were contacted to produce and then sell them on a black market.
I suspect the reason these knock-off stamps are so accurately produced is that they were produced (“minted”) by the same contractors using the same source documents.

Certain items, such as high performance running shoes, are made with products that are not suited for long term durability in storage. Running shoes are meant to be disposable items, not like leather dress shoes that can last decades if used sparingly.
About 15 years ago, I stocked up on Bass leather shoes on sale at a Bass outlet store.
But guess what? By the time I got around to opening some of them that I had stored in an indoor closet) for a couple of years, the seemingly stitched top part of the shoe (which had been deceptively glued, not stitched) had completely separated from the sole of the shoe. In fact, I was wearing a pair of Bass shoes one time that just started disintegrating until they fell off my feet.
That was a little inconvenient!😀
Eventually those importers are going to have to buy less of this junk from China and or reduce their margins to get it to move quicker.
What I’m seeing is more so that these importers are dragging their heels waiting for a more globalist policy to return so they can get back to business as usual before President Trump.

While admittedly there are some pretty dumb members of Congress, when it comes to money one shouldn’t assume they are too dumb to know and understand what Navarro has outlined. So we are probably justified in concluding that any members who support this bill are in the pockets of foreign interests, particularly China, that wish to keep flooding the U.S. with their cheap goods and all else that enters the country along with those cheap goods. Those who support this bill should be called out on it with this explanation put out front and center. It might just scare them enough to withdraw their support.

I sure hope the uniparty globanomics types don’t manage to push this through. I suspect it’s still not as tightly controlled as it should be, but before it was a total free-for-all – lots of patently illicit goods, plus all the stuff skirting around (like multi-$1000 items with $7XX declared values). The only problem with it is that it’s made things pretty difficult for foreign small businesses, in Europe and Canada especially, that sell to the US: lots of few-hundred dollar items taking forever to get here because of backlogs.
So it probably needs to be streamlined, but that’s not remotely what congress has in mind. All they care about is the gravy train created by shady international trade and the skimming points created – and of course, some of that money goes all the way back to the CCP and other such actors if you pull the threads enough. Meanwhile, Amazon, Alibaba, Temu, and Shein are all companies I actively avoid doing business with. If they’re backing it, all the more reason for yet another “does the opposite of what the title says” bill to go down in flames.

Sundance said 2 Congress Critters introduced the bill. However, after looking at the bill, I see only a “Mrs. Miller of West Virginia” listed. Who is the other one who so desperately CRAVES THAT MONEY, POWER, AND ILLEGAL DRUGS that they are lying to the American Citizens and TRYING TO DO THEM GREAT HARM – BOTH FINANCIALLY AND PHYSICALLY?
In 2022, West Virginia, which Mrs. Miller (R) is SUPPOSED to represent was the #1 STATE FOR FENTANYL DEATHS.
West Virginia is CURRENTLY still listed as #1 of the TOP 3 states affected by fentanyl!
Yet, MRS. MILLER (R) of WEST VIRGINIA has now tried to push this LEGAL ATROCITY – KNOWN FOR CAUSING FENTANYL AND OTHER DRUG DEATHS THROUGH CONgress AT LEAST 2 TIMES!!!
THIS “representative” and anyone co-sponsoring this bill needs to be run out of CONgress!
So who are the Senators and Representatives pushing this bill? The reason militaries world wide have distinct uniforms so I know who to shoot! Taught that in boot camp.
So who are these Ass Hats so we know who to shoot at the ballot box. Maybe a few kind words via text or phone call ahead of election might help too.
Just give us some names. Knowing the bank was robbed is interesting. Knowing who the robbers were is the first step toward justice.
