If you read the article it says that ballots must be counted in precincts “if” they do paper ballots, otherwise I guess voters must travel to mega voting locations not in their precincts.
State and local governments fund state and local elections. So in a paper ballot only system, state and local governments take care of that. What you’re linking to is a particular political party wanting to hire people to do a hand count in a particular city. Apples and oranges.
We don’t hand count any elections in DFW. We use the cyber trap voting machines.

The one big takeaway for me from the President’s address is “unapologetic.” And that is in the best tradition of American diplomacy going all the way back to at least the Spanish American War of 1898.

As has been suggested before, Trump could personally develop a cure for cancer and the Democrats would find a reason to impeach him over it – they are nothing but domestic anarchists at this point. The Trump Doctrine, which is the spiritual child of the Monroe Doctrine, is to do what is right, what is in the best interests of the United States, and to do it without apology, no matter whose feelings are hurt.

I asked this in a different thread but I don’t like that Maduro and wife are being sent to Dem NYC and the Dem SDNY. Why not send them to Florida? I would much rather have them tried in a Florida Federal court. I don’t believe Dem SDNY has been rid of Dem Rot. Also the Fed Judges are all suspect.
