I’m no expert on government, but I don’t think a judge can order an agency to pull congressionally appropriated funds from one account (that Congress earmarked at for), into another account, just because.
If this order gets more traction this could have interesting implications for the Congressional Budget Control and Impoundment Control Act of 1974.

Health Insurance should ONLY be for catastrophic purposes. Standard health care should be market driven like everything else. You don’t go to a Primary Care doctor for life threatening injuries.
