Bruce Jenner was on Fox last night and he looked a mess. IMO, the timing of his appearance was poor and he tried to defend trans people by claiming that the shooter was a sick individual who had significant mental health issues and thus being trans wasn’t the problem. While I don’t know the legal steps, I would imagine one could look thru history at least for precedent. Several eastern states I think were broken up. Original east state boundaries had no real western border. The North and south lines just went off into the, at that time, wilderness. I think west Virginia was part of Virginia at one time. So, there is precedent, now what legal craziness is used, I don’t know.
If I recall from history, basic territory to statehood was voted on by citizens and there had to be some organization to the territory. California was a state before many more eastern states.
I don’t believe it possible. To the best of my knowledge there is only one state that within it’s constitution has a clause allowing for it to be divided into no more than five separate states and that would be the great state of Texas.
