Obviously, most of it won’t happen. Many EU countries won’t agree to this, people will protest. If this was a Trump plan meant to make EU-Brussels look bad, it might work.
Canada and the EU signed a free trade agreement a years ago. While the process of ratification through all the EU states took place, the agreement was implemented on temporary basis. The agreement was never ratified by all EU countries (Italy declined), but it is still in place (on the temporary basis) many years later.
