The Justice Department has announced that a USAID official named Roderick Watson, 57, of Woodstock, Maryland, and three corporate executives, Walter Barnes, 46, of Potomac, Maryland; Darryl Britt, 64, of Myakka City, Florida, and Paul Young, 62, of Columbia, Maryland, have pleaded guilty to a decade long scam involving bribery using USAID funds and awarded government contracts.

DOJ – […] According to court documents, beginning in 2013, Watson, while a USAID contracting officer, agreed with Britt to receive bribes in exchange for using Watson’s influence to award contracts to Apprio. As a certified small business under the SBA 8(a) contracting program, which helps socially and economically disadvantaged businesses, Apprio could access lucrative federal contracting opportunities through set-asides and sole-source contracts exclusively available to eligible contractors without a competitive bid process.
Vistant was a subcontractor to Apprio on one of the contracts awarded through Watson’s influence. After Apprio graduated from the SBA 8(a) program and it was no longer eligible to be a prime contractor for new contracts with USAID under this program, the scheme shifted so that Vistant became the prime contractor and Apprio became the subcontractor on USAID contracts awarded through Watson’s influence between 2018 and 2022.
During the scheme, Britt and Barnes paid bribes to Watson that were often concealed by passing them through Young, who was the president of another subcontractor to Apprio and Vistant. Britt and Barnes also regularly funneled bribes to Watson, including cash, laptops, thousands of dollars in tickets to a suite at an NBA game, a country club wedding, downpayments on two residential mortgages, cellular phones, and jobs for relatives.
The bribes were also often concealed through electronic bank transfers falsely listing Watson on payroll, incorporated shell companies, and false invoices. Watson is alleged to have received bribes valued at more than approximately $1 million as part of the scheme. (read more)

Vistant’s resume is so packed with corporate feelgood bullshyt, I suspect a couple of Radcliffe College grads wrote it.
You find some minority you can show on paper as “controlling”, then you get SBA to certify you and you get sole-source award.
The real crime here is the 8(a) program itself. Agencies are required to set aside a certain amount of their budgets for minority and women-owned businesses to be awarded contracts noncompetitively. In practice, the contractors just subcontract out the work to the contractor who would have done it anyway, but then they put their overhead charge on top of it. So the ostensibly minority-owned contracting business is actually just a shell company that does no actual work, but gets its overhead fee.
It is also my first hand experience that Congress Critters and Local Politicians often “suggest” which companies to hire under the 8(a) Program … and shazaam if there is not some direct or indirect link.
Plus, the Congress Critter just “happens” to know people on the selection board for any contracts involved.
There’s no selection board. It’s noncompetitive. The agency just awards the 8(a) contract to whomever the contracting officer wants to give it to. They don’t even put it out for bids.

For example consultant services for directing advertising budgets in corporate shakedowns.
This is where you need to dig just a little bit into the companies involved. Not only did the $550 Million buy noting but a “paper” report that says … yep you got a problem but those companies have fewer than 100 employees and 2 or 3 big chiefs who collect ALL the cash.
If you really want to dig into the big money, look at a company called SAIC. I believe it was started by former CIA Director John Deutch. Politically connected with massive federal contracts in a number of pies.
Or look at a company called Centene. A company founded by Dick Gephardt with Tommy Thompson as the current director. I don’t know when they began, but they received massive federal contracts to “administer” health care in the community for veterans starting at the end of Obama’s reign of error. It was during that period that a number of veterans were being referred to this program, would receive care in the community, then Centene would fail to pay the bills. Medical providers were going after veterans, with many having bills turned over to Collections.
I believe this was a huge reason why President Trump began the White House Hotline for veterans. Waiting on care, and bills not being paid.
There are many others just like the two above in and around DC. Former politicians or the politically connected with almost direct access to the Treasury.
SAIC is a pretty important contractor. Like all they have their contacts in Congress. Don’t think that makes them better or worse than average.

To understand this prosecution and plea deal you must understand the federal government for what it is: The National Crime Syndicate. It operates very much like the mafia movies portray, many crime families that come together to orchestrate and coordinate their criminal activities, some families run the numbers rackets, some run the prostitution, some the liquor, some the guns. Divvied up by city/region. Everyone gets their piece of the action, as long as they play (mostly) straight it runs smoothly. The most powerful family has top spot, largest share. The nexus to USAID was just background noise, irrelevant to Biden’s DOJ when it began the investigation. Only notable because of DOGE since Trump took office. But completely unrelated. If Biden/Kamala won the same plea deal would’ve been made and we wouldn’t be talking about it.

We had a lot of that happen in CA contracting too but not involving USAID to my knowledge.
I worked on contracting out hundreds of millions of dollars for various types of work for the State Water Project.
Bidders using small, veteran owned and minority subcontractors in “name only” was something we ran across often.
Diligent contracting staff were able to not award to those contractors utilizing a cumbersome process, but not everyone wanted to put in the extra effort.
