It was murderous to get visas to Ukraine and Russia when I was going there and they watched me like a hawk when in-country. Cops ‘asking’ for papers, required visits to the OVIR, never mind the process of getting in. I kinda chuckle remembering the ‘health insurance’ bribe. Restricting these foreign nationals, lightens the burden on CBP immigration officers at airport immigration secondaries.
When a visa-holding foreign national is determined to be inadmissible, it is a labor-intensive process to process them for ER (expedited removal). It gets worse if they are uncooperative, or have claimed credible fear of returning to their country.
They have to be fed, and taken care of until an outbound seat can be arranged. If they become ill (real or fake) they go to the hospital on the taxpayers dime. Officers must be pulled from other duties to watch them. In one case I am familiar with, the hospital
bill exceeded $100,000, for a healthy individual.
If they are violent or mentally unstable, and can’t be around other ER passengers, they often have to be taken to a county jail. If the local sheriff(s) is a “sanctuary” sheriff, this could mean a long trip to transport them to a jail willing to accept them.
This is a positive step, aside from the security concerns outlined in the EO
