Parts of the acting job are administrative, but the Director job is not. Further, most of the daily grind, a huge amount of work, is to gather evidence and decide on a prosecutorial strategy for what happens when, and then to plan specific prosecutions.
When it is decided to turn an investigation into a prosecution, the scope of this job can be expanded, if needed.
If it works better, Martin (or others) can be named a special prosecutor.
President Trump doesn’t control Congress (yet), but he has options and with this appointment he has thrown down the gauntlet. There is nothing weak in what he has done. He might even have gamed it out this way.

Also points out that Senator Thom R.(Roland) Tillis’s brother is also named Thom R. (Richard) Tillis which is making following the paper trail difficult.
