The Commodities Editor of Bloomberg says the same as I do. There’s no evidence of commercial quantities of Rare Earths in Ukraine, let alone hundreds of billions’ worth. He seems to suggest the source of this misinformation, avidly swallowed by the White House, may be that well known research organisation NATO
