The Agency will consider case-by-case exceptions and return travel extensions based on personal or family hardship, mobility or safety concerns, or other reasons. For example, the Agency will consider exceptions based on the timing of dependents’ school term, personal or familial medical needs, pregnancy, and other reasons. Further guidance on how to request an exception will be forthcoming.

I think the most apt term is probably racketeering. A racket means creating a fake problem and then selling the solution essentially to yourself or “friends”.
If any of that money landed in the bank accounts of politicians or their PACs – such as through 3rd or 4th party campaign contributions – that’s just money laundering to illegally finance a campaign.
USAID is very likely the House Banking Scandal on crack. Back then, they were cashing checks to enrich themselves. USAID gives them a layer of protection because the transaction isn’t at the front counter. When John F. Kennedy authorized the creation of “US Aid” under the recently-passed legislation, he should have thought at that time to impose a time limit, review and renewal process.
President Trump should, indeed terminate “USAID.” And, the enabling legislation should be revised by Congress in light of what has now been discovered. The legislation itself should require: regular audits, a fixed length of time that the aid-agency can exist, and a formal review-and-renewal process to extend its duration for a finite period thereafter. Yes, the President can designate the new forms of aid. But, thereafter, they are subject to these legislative checks and controls.
Very simply stated, if you “hand anyone a blank check,” they’re not going to continue using it [just …] in the ways that you intended. Human Nature tells us all this . . . “if the cat’s away …”

P.S.: I would point out that “legitimate charities” are already subject to such Federal-and-State regulations and oversight. Furthermore, most legitimate charities post their CPA-audited financial statements online every single year, voluntarily going above-and-beyond the minimum legal requirement. This is not too much to require, or to expect.

If the US Government needs to know what is in my bank account, I should be able to see the US Government finances whenever I want to see them.
It is interesting that similar actions in the CIA is not bringing out the rats like the USAID clean up. Perhaps the CIA actions is not directly affecting the rats money pockets.

With the partners that we work with on the ground as well, of course, the local organizations, we are trying to shift from the top down approaches that we often used in the past, and instead, are engaging with local leaders from the very beginning, the local leaders who have the deep contextual knowledge and relationships in their communities to understand the most effective levers of change. These leaders don’t leave when a USAID program ends, they continue working to better their own communities.
So, we are increasing our outreach to these partners, expanding our use of local languages and simplifying, again, the process of partnering with us. We are also channeling more funding directly to local civil society, government, and private sector leaders who are driving change in their communities. From 2021 to 2024, we doubled the amount of funding going to local partners, but ….still just about 11 percent of USAID’s funding is going to these groups directly. …. We are also looking to reduce barriers that hinder our direct engagement with partner governments, so called G2G assistance, which is absolutely critical again, to driving sustainable change at scale that will continue long after USAID’s initial investment.
The second part of being catalytic is really seeing ourselves now as a leveraging agency, upping our focus on engaging with foundations, the diaspora, multilateral development banks, and the private sector, so that we can draw in other partners who will contribute their own resources and skills to our work. For instance, companies are natural partners in development work, so much of which comes down to generating economic opportunity. Yet, historically, we have not invested nearly enough in building these partnerships. So, we have set out to change that. We are cultivating deeper, more lasting relationships with private sector partners, from small businesses to mega corporations. They tell us what is deterring them in a given place from investing in development priorities, and then we, working with others, try to help take down those barriers.
USAID has established a first of its kind fund to draw in private capital. Some of you know about this fund. It’s called the EDGE Fund, and it dedicates $50 million a year to help de-risk commercial investments on behalf of development objectives. To date, USAID’s $100 million of investments in the EDGE Fund have brought in more than $280 million in commitments from private sector partners with the potential to mobilize an additional $2 billion in investments over the next five years.
Thanks to efforts like these, from 2021 to 2023 alone, private sector partner contributions to USAID activities jumped by 42 percent. We have also substantially increased our engagement with multilateral development banks, who can channel resources to the problems we face again at the scale and with the time horizons that are required.
…Governments need significant financing to rebuild these systems, so we invested in the Global Financing Facility, which offers technical assistance to countries to help them shape national strategies to improve primary health care and bring World Bank financing to implement them. Every dollar invested in the GFF connects partners with $7 more in financing from the World Bank. This is leveraging.
And third, the third way we are thinking about and trying to become more catalytic, is recognizing that sometimes pushing for key policy changes can yield impact far beyond individual programs. Now, I know this sounds obvious, of course, that’s the nature of advocacy. It’s the nature of what even we advocate for within government – policy change. But what is so exciting at USAID is seeing a fresh cadre of so-called development diplomats who, in addition to thinking about programs and how to leverage those programs and those resources, are identifying and pushing for policy changes around the world. …

We should learn from what has recently been discovered (but known for a very long time), and revise the enabling legislation that John F. Kennedy first used:
• Mandatory annual CPA audits, which the entity must pass every year without exception.
• Real-time disclosure of all disbursement activities – to the public, and to an Inspector General.
• Limited initially-authorized time of life, not to exceed X years.
• Mandatory review and renewal to extend that life for no more than an additional Y years.
• The right of immediate foreclosure (suspension or permanent shutdown) if an audit fails, or if illegal or inappropriate disbursements occur.
• Explicitly affirm that any President has the explicit right to terminate or suspend the entity, for any reason or for no reason.
• Payroll is not deducted from contributions, but is funded separately and equally.
• Perhaps other safeguards.
“When the cat’s away, the mice will play.” A well-intended Act of Congress can turn into a money laundry, or worse. (As it did.) This is in part a fault of weakness in the design of the implementing legislation, which Congress should immediately address and correct. The existing structure was exploited in ways that the framers did not anticipate nor intend.
Legitimate charities already are subject to similar controls, and many of them go beyond the legal minimum requirements in order to affirm to their contributors that their generosity is being well-spent. The taxpaying public is entitled to the same and more.
I am all for Musk and his boy engineers to do quarterly audits of each department/agency with unannounced audits whenever they want to do so. With the technology that they have now they could complete an audit very quickly especially because these groups will be on such a tight leash that their funding will be pretty straightforward.
Some groups will be audited in Jan, some in Feb, and others in March. Then every 3 months they get checked again. Fast and easy.
Big picture: The media-NGO complex didn’t just spend government grants—many have probably leveraged grants for massive loans. Now that the money flow is in question, so is their entire financial structure.
This isn’t just about cutting @politico’s funding—it’s about banks reassessing risk, pulling credit lines, and forcing a reckoning for countless organizations that thought government cash was a forever guarantee.

Trump might not have to lift a finger.
Even if he saves USAID, banks could still reassess risk and tighten NGO credit. Employees start looking for the exits.
The entire NGO-industrial complex might just deflate under its own weight.
