Those who do not pretend already know the U.S. Agency for International Development (USAID) is the cover agency for CIA influence operations worldwide. However, technically USAID is supposed to be the charitable side of U.S. government, supporting foreign countries.

They create like a temporary 18-month office within the United States DOGE Service and that temporary agency is supposed to carry out what is called the DOGE Agenda. And I think that is where Musk is going. But that’s like the creation of this agency.
I think where people might be getting tripped up is on what the DOGE Agenda is. Because I’ve seen a lot that focuses on like one portion of this executive order that talks about like, USDS—the Digital Service, now the DOGE service—continuing like its implementation of technology.
…So like, I think a lot of people are tripped up because they’re like, okay, so all DOGE is—all Elon Musk can do is modernize computers.
…But if you read the executive orders, it’s very clear that’s not all DOGE is tasked with doing, …. There is a broader executive order that requires every agency to create a federal hiring plan. DOGE is to review those. Or like every agency is supposed to like appoint, a DOGE working group of four people. It has to include like a manager, an engineer, an attorney, …..very clear that DOGE’s mission is much more to do with personnel policy than technology policy.
So I think they are purposely keeping that modernization of computing stuff in there, because that is what the agency was initially tasked with, but I think the mission is expanded if we look at the other orders.

So I get the “it’s classified” dodge…old game in DC: first classifying what doesn’t need to be classified; second, denying access based on classification.
It, however, does raise an interesting question: does Elon meet the requirements? BI (or SSBI) and “need to know”? The team from DOGE had to hold the requisite clearances, need to know, etc. These folks know the game. Elon certainly has need to know (if the team reports this type of information to him).
I have worked in environments where budget line items are classified. If that is the case here, then it raises even more questions. What was classified and why. Worth digging. Temp clearance with restrictions can be granted while background investigations are completed.
In the event, it’s an interesting question vis Elon’s clearances. It hasn’t been raised before.

Per a previous post, USAID manages about 50% of moneys appropriated by Congress for foreign aid uses. USAID Agency can be dispensed with, but the Congressional appropriation cannot – that’s a legislative function.

If, indeed some of those line items are either fraudulent or to terrorist organizations, the agency heads probably don’t want to take a stand defending them. The President is the one who authorizes clearances. He delegates this authority to others. It doesn’t mean he forfeits his authority (although the Deep State would have you think that).

This all makes me think about Civil Asset Forfeiture, I think there are some cards to play.
Civil asset forfeiture is a legal process where law enforcement can seize and sell property suspected of being involved in illegal activities, without necessarily charging the owner with a crime. Owners must prove that their property was not involved in criminal activity to get it back.
