As a “private citizen” they avoid that. A pardon only serves to remove having to pay the penalty for the crime. I’ll gladly contribute to a prosecution fund for these people to be indicted, tried, convicted, bankrupted, and become warnings to those similarly affiliated.
Call them before a congressional committee. If they refuse to come, find them in contempt. If they lie, prosecute for perjury. A pardon only covers offenses up to the date of the pardon.
If he is pardoned, then when brought up to testify he must answer all questions – no taking the fifth. From that perspective, a pardon helps bring out the truth and the retribution (Brandon can only pardon him for FEDERAL crimes. It does nothing for state crimes or for civil suits).

Dissolve the U.S. District Court of D.C. along with the U.S. Circuit Court of Appeals for the District of Columbia. The existing judges could be impeached (where cause obtains),re-assigned as you suggest. or retired.
Use the lottery procedure to assign disputes to the citizens and Courts of the various states.
