We have seen the result of nominating a sledgehammer (Mr. Gaetz) for a position.
It is possible that President TRUMP is using more subtlety, using a velvet glove with subsequent nominations e.g. Loeffler.
i.e. Figureheads pleasing, or at least marginally acceptable, to his opponents, which figureheads, in reality, will have no or very little effect on his policies.

Some years ago, a guy was working for Federal Agency X. This guy was a high level GSer who was into something with money and numbers.
Now, you may not know any GSers, but they have laws they have to follow concerning ethics. They cannot take gifts over $25 from industry people and they cannot demonstrate any other conflicts of interest. Unlike elected politicians, GSers can actually be fired for that.
But this money and numbers GSer, he had some blatant conflicts of interest. The situation was so bad that it could have brought lawsuits to Federal Agency X, which would have brought the agency into the crosshairs of both media and Congress.
There was a high level SES in charge of this guy. The SES was career – not put there by Obama. With the help of others, this SES finally got rid of the money and numbers GSer, who was fired for cause. Rare. However, because of employment laws, this money and numbers GSer could apply for jobs without the agency being able to tell anyone the reason for his firing or that he was in fact fired. All HR could do was give his dates of employment.
A year later, this money and numbers former GSer landed a job with a private institution. The institution hired him because – you guessed it – he had worked for Federal Agency X and knew the players. The private institution wanted to do business with the agency and sent money and numbers former GSer as their envoy. Because this institution was large and respected, the very people who fired him had to now treat him as a client and play ball with him.
This is how Washington works.
Now imagine that money and numbers former GSer gets involved with a presidential campaign. Let’s say he even leaves his job to be hired by the campaign. Let’s say his candidate wins. Now, the president needs someone to appoint to Federal Agency X . Needs someone to deal with money and banking in regard to Agency X. Our unethical, fired, money and numbers GSer can now be appointed to oversee the very people who fired him.
That is the swamp.
The swamp is not organic, and it is really best described as a toilet bowl – one in which turds never, ever get flushed, but keep going around and around, returning to places they have already polluted, already been kicked out of. In the toilet bowl, if you play the game long enough, you can have great power and influence, even having left a trail of lies behind you.
Those of us raised to believe that good should be rewarded and evil punished (or at least not ignored) have no real way of understanding the toilet bowl. The turds move from government, to industry, to media, to politics, to NGOs and think tanks – around and around until they get into a position of real power. From there, they protect themselves and all the other turds.
The swamp doesn’t need to be drained. It needs an entirely new plumbing system.
