The percentage is that of what’s being reported, calls are based on result of counted votes compared to what’s statistically available.
A state being “blue” or “red” early doesn’t mean a thing. The color is just a graphical representation of the current reported results.

Charlotte/Mecklenberg and Durham holding back reporting. Those are heavy D-corrupt areas and would be the likely places for ballot dumping.

How can we get a uniform method of voting for presidential races, and for that matter, all elections? The Democrats would get blown out of the water in every national election plus lose many statewide races, and they know it.
