This is evident in the 2023 creation of FEMA’s non-citizen-only Shelter and Service Program (SSP).
‘The Shelter and Services Program (SSP) provides funds to state, local, tribal, and nonprofit organizations to support sheltering and other eligible activities, including facility improvements, to support noncitizen migrants who have been encountered and released by the Department of Homeland Security (DHS),’ according to the DHS website.
The program to provide shelters for non-citizens has received over $1 billion in funding since its inception two years ago.
Its budget nearly doubled from $363.8 million in 2023 to $650 million 2024.
There has been no indication that this money earmarked for migrants will help Americans in dire straights as a result of Hurricane Helene.

I’m seeing people getting close to being blackpilled binging on the Helene coverage and witnessing the evil of the purposeful sabotage of the govt with rescue efforts along with so many heart rending testimonials expressing so much personal devastation and loss.

WikiLeaks founder Julian Assange this week traveled to Strasbourg, France for his first ever public remarks since gaining his freedom in June, after his many years-long ordeal in the Ecuadorian Embassy and then Belmarsh Prison in London. His speech was given Tuesday before the legal affairs and human rights committee of the Parliamentary Assembly of the Council of Europe. The assembly subsequently issued a formal resolution recognizing Assange as a ‘political prisoner’ and highlighted the chilling effect on journalism worldwide that his case caused. The US government spent years pursuing his extradition, and at one point there were even alleged assassination plans hatched by US operatives.
Among the more interesting and illuminating parts of his speech included a detailed retelling of how the CIA waged war against him personally, especially under the Trump administration, given that “Trump appointed two wolves in MAGA hats. Mike Pompeo, a Kansas Congressman and former arms executive as CIA director and William Barr, a former CIA officer as US attorney general.” Assange further talked about how the CIA has infiltrated European governments and institutions via sophisticated software later exposed by WikiLeaks, and how this unleashed further government retribution against him and whistleblowers. According to FEMA’s guidelines, white people are last in line for relief.
Take a look at this 144-page FEMA handbook, “Achieving Equitable Recovery.”
The very first page says, “Instilling equity as a foundation of emergency management is Goal One of the 2022-2026 FEMA Strategic Plan.”
Equity means “underserved” groups come first, because they have been “systematically denied a full opportunity to participate in aspects of economic, social, and civic life.”
They are: “Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas.”
The only “persons” not included are Christian, white heterosexuals, who systematically deny opportunity to everyone else.
