I do not think that we are interpreting this correctly. The TdA is taking over housing and expanding their grip. It took a while for me to catch on to this fact. Back in the day, the mid 90’s, I lived in another city close to Durham and used to go to downtown Durham to a small movie house called Carolina Theater. You can catch different films of all kinds, at least, back then. Well, to get there I had to travel through a black neighborhood, which was adjacent to downtown. Over the years, hispanics moved into the black neighborhood and I thought that it was because rent is cheap. The blacks are mired in poverty there and I now speculate that they started to vote more republican in order to change things to allow their advancement, break their cycle of poverty. That is, as soon as the blacks became unreliable voters for the establishment they are replaced. You see this in Compton California and Chicago and throughout the nation. The blacks are being replaced, displaced and cast aside — in all 50 states — for more agreeable people wrt the establishment. Just like that. And, it is not just the blacks being pushed away. All of us are at this point.
The establishment has struck a bargain with the devil. They will get what they want, but, at an enormous cost to be reckoned later. I just hope that the nation can survive their supremely unwise choice, a choice that they had to make to preserve their corruption, that is, influence and affluence.

Aurora was once a military community/suburb of Denver. It was centered around Lowry Air Force Base, a huge training facility with tens of thousands of students during Vietnam. Post ‘nam, they closed the base and turned it over to the state for commercial development.
The community never recovered from the loss. Last time I was through there, it looked like East St Louis or south Philly.

Federal law enforcement agencies remind me of this experience:
My roommate was a cop for SDSU PD. They worked a rotating 12-hour shift on 4 month cycles: S-M-T (W) or (W) Th-F-S where you did one cycle on days and then one on nights, then switched to the other part of the week.
If anyone is familiar with SDSU, it’s right off I-8 on the eastern part of San Diego with El Cajon Blvd (ECB) offering a general border for the south part of the campus.
My roommate was not lazy. While on nights he would patrol the numerous parking structures, student housing and buildings. The neighborhood/area south of the campus was marginal. A lot of scum bags would come into the campus area to commit burglaries, car thefts, etc.
He would catch quite a few and had a high arrest recorded. The SDSU police chief when he started loved him – he was doing his job making the campus safe while some other officers hid in a parking spot all night doing nothing (before the iPhone era).
Then that chief retired. The next chief hated him because his arrests skewed the campus crime stats making it appear unsafe on paper, rather than recognizing that the more arrests the less likely thugs would cross ECB.
Aggressive policing is necessary to make an area safer. A small few commit most of the crimes. Like cancer it needs to be cut out for an area to survive.
Politics have no place in public safety, yet it is the driving factor since the political body normal hires/sets hiring guidelines for executive positions.
Late 80’s San Diego declared itself a sanctuary city. Meaning By policy SD PD could not cooperate with immigration. Virtually all street crime downtown and Balboa park was previously deported felon illegal aliens.
During this time An immigration judge was placed at Donovan State prison and held in institution deportation hearings. Most alien felons in the Cali system were shipped here for hearing when the end of their sentence was near. Upon release most were returned to Mexico at Tijuana, naturally they immediately returned and could be found at The St Vincent soup kitchen downtown San Diego. What was once isolated to border cities has been exported nation wide, on purpose.
Forgot to mention, in the same time frame California Republicans were advocating for amnesty and replacement agriculture workers. Because tomatoes might be more expensive, or something.

I would think that if you want to find out who is funding these illegals and gang members moving into the apartment buildings you would contact the owners of the buildings. Ask them who exactly is paying the rents. Building owners aren’t allowing the takeover without someone compensating them. So who owns the buildings? Vanguard? Blackrock? A private individual? A small local company? It’s easy for the city to figure it out. If I knew the addresses I could find out with a quick internet search.
