A great deal of empirical research speaks to the policy influence of one or another set of actors, but until recently it has not been possible to test these contrasting theoretical predictions against each other within a single statistical model. We report on an effort to do so, using a unique data set that includes measures of the key variables for 1,779 policy issues.
Multivariate analysis indicates that economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence. The results provide substantial support for theories of Economic-Elite Domination and for theories of Biased Pluralism, but not for theories of Majoritarian Electoral Democracy or Majoritarian Pluralism.
In the United States, our findings indicate, the majority does not rule—at least not in the causal sense of actually determining policy outcomes.
When a majority of citizens disagrees with economic elites or with organized interests, they generally lose. Moreover, because of the strong status quo bias built into the U.S. political system [that describes the overwhelming influence of the administrative state and lobbyists – W], even when fairly large majorities of Americans favor policy change, they generally do not get it.
To be sure, this does not mean that ordinary citizens always lose out; they fairly often get the policies they favor, but only because those policies happen also to be preferred by the economically-elite citizens [and Their Blob – W] who wield the actual influence.

Here’s my previous speculation about why that is:
Since the world is and always has been basically a continuing conflict between competing oligarchies, some like the US with a calming illusion of voter control and a large, stabilizing middle class (which is now going away), here’s my take.
In the 50s and 60s when most manufacturing was located in the US and US products dominated the WWII-destroyed world, the oligarchy was nationalistic and the targets of the The Blob were the anti-nationalists (communists/leftists). Also, the boards of directors of those major corporations which were not multi-national were mostly patriotic Americans.
Now that so much manufacturing is outside the US, mainly in Communist China, and even US-based corporations are far more multinational with board members who aren’t even US citizens, the oligarchy’s desired path is globalism, so nationalists are targeted and they, at least in the US, naturally tend to be anti-collectivists (anti-communist/anti-leftist) while big government enthusiasts (leftists) are not.
Also, those brainwashed with neo-Marxist/Maoist Postmodernism pseudo-intellectual garbage during their “higher” education have reached positions of power in our gerontocracy. In 2021, the average age of a U.S. senator was 64. The same Postmodernism effect is also seen in lower levels of the educational system because teachers were also indoctrinated with that garbage while in college. The long march through the institutions and, then, into our culture has accomplished for Marxists what the Cold War couldn’t.

I am unfamiliar with the book but the last statement resonates on an article I read about 2014…based on research out of Stanford University (II think it was Stanford).
IMHO, The last highlighted statement is flawed, in slant if not substance.
For some period of time, certainly since the 80’s, we have seen the populace NOT getting the policies that policy polling during this time frame has clearly indicated the majority want.
Controlled borders, secure elections with voter i.d., and other major policy choices have polled in the 70’s and 80’s for 20-30 years, and yet the desire of the majority of the populace have been IGNORED.
Hence, the last paragraph that states;
“To be sure, this does not mean that ordinary citisens always lose out; they fairly often get the policies they favor, but only because those policies happen to also be favored by the elites,…”
fails to cover the reality that for the last 30 years or so, this “happenstance” hasn’t happened; in fact the policy preferences of the elites have been, in many cases diametrically opposite of the policy preferences of the vast majority of “ordinary citisens” and, as the elites preferences have prevailed, the illusion maintained by the ordinary citisens that their preferences were being implemented (when in reality it was happenstance) has been shattered; hence the “waking up of the sheeple”.
Meanwhile, for the elites, nothing has changed; they have always seen their preferences implemented, they have never given more than lip service to the preferences of “the commoners”, and so see no need to change their approach, now.
With this dichotomy, “somethings gotta give” as the awakened to reality common man see one instance after another of the elites repeating versions of M. Antoinettes “let them eat cake” such as when J. Grisholm was asked about $7.00/ gal gas and she laughed.
The list of policy preferences where the preferences of the elites are starkly opposite of the common man, grows longer every day, the lack of “happenstance” clearer every day, obviously the elites are NOT going to suddenly take into account the preferences of the commoners, nor are the commoners going to embrace elitist preferred policies which are counter to the commoners best interest.
Irresistable force meets immovable object, and not the first time this has happened, historically.(French, American and Bolshevic Revolutions are examples with 2 out of 3 turning out poorly in the short term, the third in the long term, jusifying that saying “Thats why they are called REVOLUTIONS; because eventually they go full circle, and you end up right back where you started!”)
Funny and tragic …The Elites are never able to see “long term” it is always about immediate gratification. They do not realize they NEED the common man to be successful. Equally tragic…the common man does not realize the power he holds with being the majority. If only we could use that power in the right way and united in our goal. Maybe this time it will happen.

her comments show it is possible for people who were embedded in the belief of what the media was telling them to be true to realize what the people who originally voted for President Trump back in 2016, that basket of deplorables, instinctively knew to be true – news and other media are captured elements of the need to control what people see, think and do.

As I looked at the photo of the would-be assassin, Crooks, strolling through the crowd … in the article by Sundance discussing the FBI not finding the motive …. there are few things worth mentioning.
First, Crooks is in pretty darn good physical condition … as in fit as a member of some military or paramilitary organization.
Second, Crooks is holding a cell phone … the Secret Service “complained” of cell phone system issues that day … sure sure.
Third, this guy Crooks is carrying himself with the confidence as well as awareness of a PROFESSIONAL.
Fourth, It is a reported fact, that during the Obama Administration there were nearly 80,000 personnel assigned to DoD Special Forces who were some how “not well accounted for”. Also, for decades the US Special Forces trained by living in US Communities and operated often operated as part of the DEA (and CIA) in the US as well as overseas.
Fifth, he walking in a very calm casual manner as if he knew he had a free pass to do recon as well as move into position. He was acing like a very well trained operative, who had support. Deliberately doing a calm …Recon before the event, recon at the event and then moving into position to act.
Adding up the entire attempt on President Trump …. I strongly suspect that Crooks was a member of the US Special Forces or a member of one of the US 3-Letter agencies, living among us, who was working on assignment. He was not some “talented armature” , disgruntled, random wack job.
Crooks was the patsy, not the actual would-be assassin.

He was made the patsy after the act, which is a hazard of the profession when things go wrong. That does not preclude the fact he was a professional and an active part of the operation. It also does not preclude him as a primary shooter.
