Impeachment is a political process, masquerading as a legal one.
What that means is, with the whole world watching, they emulate the steps of a criminal trial.
The first step is the House, where Impeachments must originate, and it is similar to a Grand Jury, conducts an investigative hearing and delivers an equivalent of an Indictment to the Senate which has a trial presided over by the Chief Justice, and 100 Senators vote, rendering verdict.
However, its really a POLITICAL process, because more than at any other time, those Senators truly DO act as representatives for their constituency; they do note vote the way they want, they vote the way they percieve their constituency will accept.
The Repubs have a dilemma as they look with trepidition on another PDJT term.
They would like to have a slim R. majority in the Senate, so that they can dictate to PDJT who his admin will be staffed by.
If Dems were in the Maj. and tried that crap, PDJT could “call them out”for “being partisan” and so using the bully pulpit, probably shoe horn in some confirmations. With R’s he can’t do that, because of the silly illusion “they are his own party”.
On the other hand, they probably do not intend to wait for the midterms, to initiate an Impeachmeny in the House, and that means them starting off with a Dem Majority in the House.
