Yes, the way I read the story that Musk was telling is that he was asked by Ukraine to extend Starlink coverage all the way to Sevastopol. He refused to extend it because he realized that the result would be an attack on the Russian Black Sea fleet.

According to Musk on Twitter, he didn’t turn anything off. He refused to activate it in a new area when it was obvious it was going to be used for offensive purposes in violation of the agreed TOS. This is what he gets for giving them the service free of charge. No good deed goes unpunished.

In elections held this past week people in “breakaway provinces” overwhelming voted to remain as part of Russia (something that would have been huge news if they had voted otherwise). So, interview was an exercise in dishonesty on both sides.
