The answer to your question is that Trump could not follow his own first four years. It is a major assumption that DeSantis will follow Trump. Incumbency is very powerful.

Our #1 issues right now are the economy and global international relations. DeSantis has absolutely no business experience, no sophisticated negotiating experience, no economic experience, and no international experience.
His JAG military stint involved doing work equivalent to that of a paralegal or new law graduate, e.g. “Assistant Urinalysis Coordinator”. This was no combat, decision-making, or troop management position. (He also has no transportable real work experience as a lawyer.)
He voted in lockstep with the GOPe as a Congresser. His high-PR media stunts have resulted in little to no followup. His successes in legislation such as they (mostly only superficial forays into social wedge issues, and then only marginally successful) are due to having a super-majority Republican legislature. Meanwhile, Florida economics (insurance [roces, housing prices, utilities) are not so great right now, nor has DeSantis cleaned up the voting issues; Dominion or related, e.g. remain in almost all counties.
He went right along with the covid nonsense at first, even trying to close Florida’s borders. Lots on this elsewhere.
DeSantis can’t hold a candle to Trump. He is not close to being in the same league. That you’re head-scratching over this is more attributable to the power of GOPe influence, money, and media that anything DeSantis.

Apparently you have failed to grasp what is involved in getting Senate approval for appointments, that those “bureaucrats” who ran “roughshod” were for the most part already in place — and there are thousands of them, and that there are just so many minutes in a day.

As for cabinet appointments, in recent speeches he aknowledged he had little/0 experience in DC, and so took advice on appoitments he shouldn’t have, and got some real clunkers.
But, he also pointed out his long list of accomplishments (240+ promises made, promises kept) was because he had LOTS of “good ones” which is how he accomplished so much.
And, he said now basically he is older/wiser: he KNOWS who are the good people, and who are the skunks.
I submit he has been “taking names” and has compiled a list of candidates to staff his next admin, both during his first term, and during the ‘time off’.
He got a real good opportunity, during the 2022 midterms, to see the hard workers committed to MAGA, and to see who the skunks were.
The 2024 election is NOT goung to be a repeat of 2020, and PDJT’s next term as POTUS, will NOT be like his first.

I think President Trump will do the best he can to get as many patriots as possible appointed to his cabinet. You do realize that the Appointments Clause allows the President to make nominations for appointed positions like cabinet officers, but the Senate controls the process, including the rules that allow a nomination vote to get to the full Senate floor. You get that right? Ways around this are to make recess appointments – if the senate is not in session … how did that work out last time – I believe during President Trumps 1st term the senate was out of session a total of zero days. Or he can make temp appointments – an acting secretary can serve 210 days from when the position was made vacant (or 300 days if it’s the administration’s first year). If the nomination of a permanent official fails, the acting secretary can serve an additional 210 days. Should a second nomination process fail, the acting secretary can serve a final 210 days more.

For one thing, CO2 is a heavy gas. It has to be, so that it accumulates where plants can get to it and photosynthesize it back into oxygen. It must be plentiful where green leaves are. There is very little of it in the upper atmosphere. The primary “greenhouse gas” is water vapor.

For those who think Trump shouldn’t be POTUS in 2024 because he didn’t fully “drain the swamp” in his first term, allow me to offer some perspective.
Do you remember what it was like in 2017? Do you remember how many people were still completely brainwashed by the TV?
If Trump arrested Deep State actors as soon as he showed up, it would have been chaos, civil war, mass civilian casualties, legitimate threat to NATSEC, breakdown of society, etc.
At the time, a small percentage of the population even knew about the Deep State, let alone believed it was a real thing. Trump and his supporters were mocked relentlessly back then for talking about the Deep State, and now it’s widely recognized as a reality.
A large percentage of Americans believed the MSM at the time that Trump conspired with Russia. On top of that, Trump was hamstrung by the Mueller investigation. If Trump went scorched-earth on the Deep State during this time, it would not have worked. The Leftists were already emboldened to riot due to the BLM insanity. It would have been ugly.
We were on pace to handle it in Trump’s 2nd term, and then they released C19 on the world, the bio-medical police state was implemented, mail-in ballots were sent out en masse, the steal happened, and everything changed.
However, Biden’s disastrous term pretty much confirmed Trump was right about everything, and the American People got a quick 4 year dose of full-blown Orwellian totalitarian dystopia.
This caused a significant portion of the People to wake up to the realities about corruption and degeneration of society that Trump was talking about. The Left, the media, the corporations, all of the elements of the Deep State went completely batshit crazy, exposing themselves to the People.
Now add the optics of Biden weaponizing the DOJ to go after Trump over nothing, and all the sudden, if Trump went after the Deep State in his 2nd the public would not only understand it, they agree with him.
Then add additional layers, like that Biden admin and their Deep State affiliates are 100% responsible for the war in Ukraine, as they are trying to defend their illegal offshore proxy they created via CIA color revolution in 2014. Why will Trump drain the swamp on his next term? Because the People get it now. They see what he was talking about. They had a front row seat to witness it for the last 7+ years.
