Subject of grand jury investigation in NY can request that the jury hear from a witness he thinks will help his side. Jurors then decide whether to hear from the witness, and this one did. At least that is how I understood it from an article I read. Costello likely made a very good impression. I saw him on Tucker and found him very impressive.

If 2/3 of the State Legislatures apply to Congress they shall call a convention for proposing amendments. Those amendments become valid when ratified by 3/4s of the States. That’s the way I read it.
