The subject of the sentence is “security of a free state.”
I suppose it is possible to be secure in the absence of freedom. After all, Charles Manson is securely locked in his cell each night.

If you read it that’s what it says. Shall not be infringed means shall not be infringed. Period. There is no other way to interpret and that’s why the founders wrote it that way. No weasel words that can be manipulated.
