Portions of states have broken away from the mother ship,so to speak. Maine from Mass, W VA from VA (in the middle of the civil war), and northern CA (anti slavery) was getting close to breaking away from SOCAL which was pro slavery. Unfortunately, the civil war broke out and that discussion was put on hold. Granted, those break away states were still within the Union, but secession did occur in the break always, so maybe there was some sort of precedent established that would make for smoother sailing if a state was serious about leaving The Union.
New York was a slave holding state. I believe there was an issue about Long Island and the NY metro area breaking away to preserve slavery in those areas.

You can probably read the Texas State Constitution online.
They may not be able to secede but they can defend themselves. The governor and the state legislature need to pass a law and register and muster every swinging dick between the ages of 18 and 30 for an armed militia and send them to defend the border before May.

And he was clear about why. Medical doctors are what they are, but they are not certified industrial hygienists. They are not experts in the field of workplace or public safety when it comes to real threats and solutions. They are not even experts in these fields regarding a hospital or clinical settings.
And we’ve seen that play out in real-time. Public health officials have repeatedly given or mandated lousy advice on nearly every aspect of COVID policy to ignore actual accumulating evidence in favor of the approved CDC or state public health narratives.
In all instances, public health was not served by any of this, and in the case of masks, which is the focus of the hearing. ~
