This is called ‘the soft bigotry of low expectations‘. Oregon Governor Kate Brown has cancelled the proficiency standards for reading, writing and math from High School graduation requirements.
The governors office says “suspending the reading, writing and math proficiency requirements … will benefit “Oregon’s Black, Latino, Latina, Latinx, Indigenous, Asian, Pacific Islander, Tribal, and students of color.”
In essence, the students of color are not smart enough to learn reading, writing or math – so they shouldn’t be expected to read, write or understand mathematics.
Kate Brown looks, sounds and acts like a typical left-wing moonbat. It’s hard to imagine a state governor saying the minority students in the state are not smart enough to pass proficiency standards; thereby signaling her extreme racist perspectives- and gaining cheers from her leftist tribe; yet here we are.

Brown’s decision was not public until recently, because her office did not hold a signing ceremony or issue a press release and the fact that the governor signed the bill was not entered into the legislative database until July 29, a departure from the normal practice of updating the public database the same day a bill is signed.

My daughter is a judicial assistant for a state circuit court judge here in Oregon. Her judge is assigned a new grad law student each year as a court clerk. Last year’s grads (2020)were allowed to become lawyers without passing the bar exam. The exam was waived.
The result in this case was that the clerk turned out to be an incompetent who likely never would have passed the bar no matter how many attempts he made. A year has passed and the man is finished with his internship and is about to be turned loose on the community. Surely there are others like him.
Maybe they did the same with med students? That would explain a lot.

It is in reality a total SCAM but ingenious at the same time. Say you are running a 10 person office and note that the top salary is $100,000 and the bottom is $10,000. What is the easiest way toward equality and “justice”? Obviously lowering everyone’s salary to $10,000. Thus all of your workers are content (their demands for equality have been satisfied) and you save a boodle of money in the process.
By eliminating the proficiency standards you not only solve the student disparity problem but also the obligation to deliver quality instruction and the mechanism by which a school district might be criticized (the test scores).
It is a win all around. However, it might be more honest just to roll-back the United States secondary education requirement (which was championed by progressives ironically) to where it was in the pre-1920s (to optional) instead of having students wasting 4 years of their lives going through the motions.

Expectations are expectations. When the Governor of a state expects that the students educated by that state are incapable of passing minimum competency requirements for reading, writing and math (usually somewhere around 8th grade level) you just know the kids are proud to have lived DOWN to her expectations. To sum up their educational experience in a word, it would have to be LOSER!
K-12 is about collecting federal attendance money without accountability.
Oregon uses mostly illegals in processing plants so intelligence is a low bar.

If I wanted to destroy ‘people of color’ and black people, in particular, I would be a democrat. Defunding the police slaughters blacks. Really, it is a way to protect the teacher union of any accountability. The teacher union is simply a grift, a con job, and this lack of educational standards hides the con job. And it is very sad. I was living in Oregon in high school (late 1960s), and got one of the best educations available in the country. Of course, that was because my particular school was swimming in Federal money, and was operating under an experimental program to provide the highest possible quality to students.
