The Intelligence Branch is an independent functioning branch of government, it is no longer a subsidiary set of agencies within the Executive Branch as most would think. To understand the Intelligence Branch, we need to drop the elementary school civics class lessons about three coequal branches of government, and replace that outlook with the modern system that created itself.
The Intelligence Branch functions, much like the State Dept, through a unique set of public-private partnerships that support it. Big Tech industry collaboration with intelligence operatives is part of that functioning; almost like an NGO. However, the process is much more important than most think. In this problematic perspective of a corrupt system of government, the process has become the flaw – not just the visible outcomes.
There are people making decisions inside this little-known, unregulated and out-of-control branch of government that impact every facet of our lives.
None of the people operating deep inside the Intelligence Branch were elected; and our elected representative House members genuinely do not know how the system works. I know this because I have talked to House and Senate staffers, including the chiefs of staff for multiple House committee seats. They are clueless. That is part of the purpose of me explaining it, with examples, in full detail and sunlight.
Until we fix this modern bastardization of government, it doesn’t matter who we elect into office. Politicians are irrelevant, albeit useful gnats, from the perspective of the people in control of the Intelligence Branch.

Mr Garrison will need to add another agency, one that is truly against the American people – the Capital Police.
The Capital Police are not subject to FOIA and are accountable only to the Speaker of the House and the Senate Majority Leader, currently Nancy Pelosi and Chuck Schumer.
The Capital Police are yugely funded, prob better than our military based on size, and have been given orders by Nancy Pelosi to expand their offices and investigative powers across the entire country.
Wonder if the truly unaccountable Capital Police will be spying on the spy agencies?

It’ll be interesting to see how a private security force which is apparently beholden to no one other than a few powerful humans in Congress takes money, our money, appropriatated to it by Congress, I read a couple billion, and coordinates with the fourth branch in pursing citizens all over the country.

Garrison aced it again. All of Ben’s emails, phone calls etc were likely collected by the 4th Branch long before he made the cartoon.
Maybe the house in the picture is a sketch of his own home or other known person’s home? Ben often has numerous messages in his talented work. The branch tentacle through the mailbox is hilarious but also true.
It will be time for MAGA political arborists in 2022 or 2024 to rearrange that tree of so called democracy by chopping off the 4th branch completely at the trunk and grafting only useable efficient and “honest” buds or branches from the blackened 4th branch onto the original 3 branches. The new grafts must be carefully placed so they are subordinate to their main branch rather than the most powerful branch over all of the rest of the original main branches.

While I appreciate all of Ben’s cartoons, I don’t like the name of this one. I understand and appreciate what he’s trying to get at and agree fully but. This clouds something significant. In the early days of this republic, several of the founders referred to a “fourth branch of government” and what they were referring to was We the People acting in our capacity as creators of the government that stood always above it in the hierarchy. A substantial degree of power could be exercised by the fourth branch in our capacity as a Grand Jury, capable of investigating and indicting anyone and if necessary, removing sitting governors, mayors, Attorney’s General , corrupt judges, even congressmen, etc…
That process of course has been corrupted to high heaven & monopolized by the same BAR Association criminals that infest all other facets of our government and in-justice system. Properly drawn, the BAR Association would be the toxic black goo surrounding the roots of this tree and permeating every cell of it’s roots, trunk, & branches while poisoning it’s fruit.
We need to learn about and re-engage the proper fourth branch of government to cut the disease from the tree.
Why would Pelosi set up a branch of Capital Police in Tampa?

I was shocked back in 2004 when I realized that since the late 1800’s a corporation was considered a legal person with all the privileges normally afforded a U.S. citizen – like our Bill of Rights. I sat in a movie theater (practically all by myself) watching a documentary named “The Corporation”, which has a companion book by the same name.
Since I am a Christian conservative, it was a radical act to watch this left leaning investigation into how multinational corporations try to control everything. It is worth noting here that JFK’s nemesis, CIA Director Allen Dulles, was a famous white shoe corporate lawyer before Eisenhower chose him to be head of the CIA in 1953.
The revolving door between IC and Big Corps tells a story that is often missed. The private contracting out of intelligence after 9/11 set up a back and forth that makes tracing who did what when almost impossible. Just like computer “glitches” in the 2020 election, there are so many avenues to legally spy on Americans via private entities. And even if the culprits inside the DOJ are caught, one scapegoat of choosing (think Klinesmith) can be blamed and then given the lightest sentence imaginable.
