Compiling evidence is the most time consuming part of justice but we need something to stop the false momentum of the babbling bobbleheads. Lets see what happens.
SMR, it would take the same amount of time as reading the ballots the first time. The security measures embedded in ballots are designed to go through fast reading machines like check and ballot scanners.

My state of California used a California Poppy for its watermark this year. It was embedded on both the stub and the ballot. They used a certain tint of red ink to color both the paper and the mark. This ink cannot be duplicated in a copier.
