While the Office of the President is not specifically stated in this Amendment… the wording is broad enough under the phrase, “as an officer of the United States,…” to be interpreted as to include the Office of the President.
This may require a test before the Supreme Court as the specific Constitutional remedy stated to remove the President is the “impeachment clauses”. However, the 14th Amendment Section 3 is focused on a Specific Crime, Treason, while the impeachment clauses is purposely vague on any charges brought to support the impeachment. This difference would shape any challenges brought to the Courts.
One more note … the 14th Amendment Section 3 requires a 2/3 vote in each part of the Congress.

The US Attorney positions were created by Congress, so the requirements for a permanent US Attorney were part of that statute.
On the other hand, the DOJ is part of the executive branch, so there is a separation of powers argument.
