If programming something, whether under the guise of A.I. or not, creates a massive disaster then the blame should fall on the programmer and those who implemented the program. If it’s reprehensible enough, these people should be severely punished so that others never repeat their mistakes.
People forget what the “A” in A.I. stands for. What is the common definition of artifical? It’s just a computer program, there’s no sentient framework or spirit. And if it was programmed to do malevolent things, then it shall. That doesn’t mean the computer is at fault.

I agree. There should be Strict Liability. No intent required. When an owner has a bad dog that kills someone, the owner is strictly liable, whether he meant it to happen or not.
